The land use designation is proposed to be changed from Open Space Controlled Development to Publicly-OWned Conservation Lands. The zone district is proposed to be changed from OS (Open Space} to PF(D} (~~lic Facilities with Site and Design Combining District) . Project information, hi8~ory and environmental assessment are contained in the attached Planning Commission staff report dated September 24. ~993. Planning Commission Action On September 29, 1993, th~ planning Commission. ~n a S to 1 vote, reco~~nded 3pproval of the change in land use des1gnation and the zone change. Commissioner Cassel opposed the change. She noted that the property is dedicated park land and, as such, can be used only for park purposes regardless of the zoning. Since sbe prefers less intrusive uses fer the property, CommiS6ioner Cassel reasoned that the OS zoning is less permissive than PF ~oning ~~d would~ therefore, limit uses to those more appropriate to open space. The majority of the commission supported the PF desigr~tion, since it affords flexibility tc the City and is the same deSignation used on all other dedicated parkland, Minutes of the Plarffiing Commission meeting are attached. COMPREHENSNE PLAN COMPLIANCE The project is in compliance with Polic)' 4 of the Schools and Parks Element of the Comprehensive Pian.
