This report recommends that Council award a contract (Attachment C)
in the amount of $905,472,41 to Joseph J. Albanese l Inc. for
~idewalk repair and replacement~ and Americans with Disabilities
Act (AD1\) cUl-b ramp construction. Funds have been appropl'iated in
the FY 1993-94 Public Worke Department operating budget, FY 1993-94
and FY 1994-95 CIP 18903 (Sidewalk Replacement), FY 1993-94 CIP
19309 (~rican8 with Disabilities Act Compliance), and FY 1993-94
Bupplemental ADz\' funding administered by Information Resources.

Work.under thin contract includes sidewalk repai.r and replacement
1~ the area bounded by Middlefield Road, Palo Alto Avenue~ Hale
Street, For~st Avenue and Lincoln Avenue; sidewalk repair and
replacement on califoxnia Avenue between 81 Camino Real and Amherst
Street,' Americans with Disabilities Act (ADA) curb ramp
con&trur:tion in the University Avenue.. California Avenue and
Midtown business' districts; and ADA curb ramp construction in
residential areas (Attachment B) .
Given recent discussions on the need for urban design criteria to
be utilized in the development and implententation of Capital
Improvemen.t Projects, a new element is being added to t.his years
contract. In addition to the work to be constructed in conformance

compound application will be manipulated in varying combinations.
Information gained from this expel'imentation will be used to
evaluate the practical ity and usefulness of future color m('l,tching
of GXisting concrete walks.
While this exper.imentation io being undertaken to attempt to
minimize the ~ontrdst bet""'oen new and eXisting sidewalk areas and
to l11,axlmh.e the visual hatlnQny of tlle final pt:oduct. it should be
recognized that no absolute match j,o viable. Concrete is a
material which not oniy varios in color when initially constructed,
but also changos"colol·ation dlff-crently over time 'when exposed to
variable environmental factors on a localized baaie. While it has
been Buggoated that larger scale replacements on a complete block
front ago basis ",'ould enoure unitol'rnity of appearance. such an
approach would l'educ-a by one half, or more the total area which
could be l."epairM annually. Staff recommendo continuing the
pr:actica of replncing sidewalk on (1 safety criteria basis 60 as to
maximizo the progrc,m effectivcncs8.

beCalJSe a bid bo,Hd to Gec\.u:e the bid was not furnished. required
information "",'.as not Ruu.'i'litted with the hid and the contractor did
not possess the .appropriate license. Staff recommends that. the bid
of ,$905.4"/2.4.1, 8u'btrtn .. tE!d by Joseph J. Albanese Inc .• be detemined
by Council to be the lowest l"E~8ponAible bid and that the contract
be dwal"ded accordingly. This bid iu 13 percent above the
engine~r1e estimate of $602.627.

This project is exempt ft"o!1l the California Environmental Quality
Act (C&QA) under Section 15301 Ie) of the CEQA guidelines.
Staff recommends that Cctlnci 1:
1. Approve and a.uthorize the Hilyer to execute the attached
constntction contl-act with Joseph J. Albanose, Inc. in the
amount of $905.-472,41 for the 1994 Sidewalk Replacement
Project,
