The City of Palo Alto has been accepting used motor oil curbside sinca Hppl'oxim~tely 1980. l>J..lbl icity for the program is included as part of the oyt!r,J:ll recycling public education program. Recent. le9i8~at ion l-equh'co the California Integrated Waste Management Board to collect fees on lubricating o:il 'sales to fund activities that diacoul:age the illegal disposal of used oil. It alao requires the Boa:..-d to develop and implement an infot-mation and education program for the prOfi'lO~ion of alternatives to the illegal disposal of used oil. As part of this statewide public education ~.nd information campaign, the Board is offering a one-time grant to local governments for the promotion of exil'lting used oil curbside collection programs. Discussion The County of Santa Clara Integrated Waste Management P:t.'ogram Office. on lMhal f of several cities~ including the City of Palo Alto, in proposing to administer a counLywide public education program for curbside collection of used motor oil. THBRBFORE, the Council of the City of Palo Alto does RBSOLVE as follows: SHCTION L The Council of the City of Palo Alto hereby authorizes the County of Santa Clara, on behalf of. the City of Palo" Alto, to submit an application, to the California Integr~ted Waste Management Board for a 1993/94 Used Oil Curbside Collection promotion Grant. The Director, Environmental Resources Agency, County of Santa Clara. is hereby authorized and empowered to exocute in the llame of the City of Palo Alto all necessary applications. contracts. agreements and amendments .... ereto for the purposes of securing grants funds and to implement and carry out the purposes specified in the grant application.
