The City of Palo Alto has been accepting used motor oil curbside
sinca Hppl'oxim~tely 1980. l>J..lbl icity for the program is included as
part of the oyt!r,J:ll recycling public education program. Recent.
le9i8~at ion l-equh'co the California Integrated Waste Management
Board to collect fees on lubricating o:il 'sales to fund activities
that diacoul:age the illegal disposal of used oil. It alao requires
the Boa:..-d to develop and implement an infot-mation and education
program for the prOfi'lO~ion of alternatives to the illegal disposal
of used oil. As part of this statewide public education ~.nd
information campaign, the Board is offering a one-time grant to
local governments for the promotion of exil'lting used oil curbside
collection programs.
Discussion
The County of Santa Clara Integrated Waste Management P:t.'ogram
Office. on lMhal f of several cities~ including the City of Palo
Alto, in proposing to administer a counLywide public education
program for curbside collection of used motor oil. The public
educat ion program would include the following elements:

ne~spaper advertising; and
radio and
:2. A ta:t:geted campaign with posters in auto supply and discount
stores to at-tract the attent ion of the do-it-yourself oil
changers.
As part of the grant requh:emcnts, the CQunty must provide the
st&te.with authorizing resolutiolls fTom .all of the (,'(tfee showing
their support of the proposed progra~. While City ,Recycling
program staff do provido SOt'Tl-e public education about the used motor
oil collection prognun. the p.roponed multi-media and ta-':geted
campaigns will further enhance awareness of cut-bside collection of
used motor oil to the general public.

AUTHORIZING TIlE COUNTY OF SANTA CLlIRA ON BEHJU,F OF
TIIB CITY OF PALO ALTO TO APPLY FOR A 1993/94 USED
OIL CURBSIDE PROMOTION GRANT
WHBREAS, the people of the State of California have onC\cted
the ~alifornia Oil Recycling Bnhancement Act tliat rMndat()9 the
California Integrated Waste r.!anagement Board to develop afl.d
implement an info11llation and education program for the promot.ion or
alternatives to the illegal disposal of used oil; and
WHEREAS, as part of this statewide public education and
information campaign, the Board is offe:dng a one· time grtl.nt to
local governments for the promotion of existing used oil curbside
collection 'programs to encourage residents already served by
curbside collection to make use of this pal."t of cnli fornia' Bused

WHBRBJ\.S. the California Integl:ated Waste ~..anagement Board
has been delegated the responsibility for th~ administrat ion of the
progt"am within the state. setting up necessary procedures govel"ning
application by cities and counties under the program; and
WHBREAS, the procedures established by the California
Integrated ~1aBte ~!anagement Board require the applicant to certify
by l.-esolution the approval of appl ication to the State; and
WHBREAS, the County of Santa Clara, on beto...alf oC vaxiouB
cities, including the City of Palo Alto, will enter into an
agreement with the State of California tor the develupment of the
project;
NOW. THBRBFORE, the Council of the City of Palo Alto does
RBSOLVE as follows:
SHCTION L The Council of the City of Palo Alto hereby
authorizes the County of Santa Clara, on behalf of. the City of Palo"
Alto, to submit an application, to the California Integr~ted Waste
Management Board for a 1993/94 Used Oil Curbside Collection
promotion Grant. The Director, Environmental Resources Agency,
County of Santa Clara. is hereby authorized and empowered to
exocute in the llame of the City of Palo Alto all necessary
applications. contracts. agreements and amendments .... ereto for the
purposes of securing grants funds and to implement and carry out
the purposes specified in the grant application.
SECTION 2. The Council
approved does not constitute a
Environmental Quality Act.
