Accordingly, at the time this project was submitted for the Interim Budqet, staff anticipated a design fee of $50,000 (12 percent} and included that alIIount for 19:513-94. However, as the consultant selection process and negotiations unfolded, it became apparent tbe.t a 10 to 15 percent design fee 1s sufficient to cover only basic design fer simple projects and does not cover other services and co~19x projects4 The consultant's fee of $106,260 includes $61,e~O for basic design services and $38,.00 tor services which are considered above and beyond basic design. Additional services that are p~rt of this consultant agreement include limitp-d construction phase s~l-~ices; alternative bridge designs; adoitional surveys; plats and descrip tions for ease~ents; meetings with the Joint Powers Board, Architectural Review Board and Council; and preparation of environmental documents including a Natural Diversity study~ The consultant's t\)t&l basic design f~e of $61,660 is 14 percent of the estimated construction cost. Staff bel ieves that the total consultant fee is reasonable, qiven the extra services and the complex nature ot the project. A Budget Amendment Ordinance in the a~ount of $71,260 is needed to provide funding for the design services. Due to an oversight, staff did not include this Budqet Amend~ent Ordinance earlier with the HMH, Inc. aqree~ent. The Minor Intersection Improvements Project (eLP No. 19702) was recently completed, and staff has determined that a ~otal of $91,SOS re~ains available in this CIP. These monies will not be needed and could be used for the additional $71,260 required for the design services agreemer.t~ Appro .... al of the attached Budget Amend~ent Ordinance authorizing the transfer of $71,260 from elP No. 19702 to CIP No. 19310 is recommended. If Council approves the Budget Amendment Ordinance, $500,000 will remain in the budget for FY 1998-95 to construct the project. The Project involv2s the construction of an extension of the bike route that currently exists running north/south i~ the area west of the CalTr&.in tracks, and east of El Camino Real. The existing bike route alignment follows segments of Wilkie Way, Park Boulevard, Sou~~qate ~eighborhood streets, and El Camino Pa~k bike path. This route is veIl used by commuter cyclists, students and others, as an alternative to Alma street or El Camino Real. At the present time~ there is an existinq gap in the bikeway between Churchill Avenue and University Avenue, adjacent to Palo Alto High School. Town and Country Shoppirg Center, the Urban Lane area, and the Holiday Inn~ Tbe proposed Project will complete the missinq qap in the bikeway and provide a continuous bike rO'.Jte from the south city limits with Mountain View to the .north city limits with Menlo Park. In so doinq, it will serve and facilitate bike travel to the Downtown and California Avenue Business Districts, the two Palo Alto CalTrain stations, the Palo Alto Transit center an1 stanford University as well as Pale Alto High School, Town & Country Shopping Center, the Urban Lane area, and El camino Park. BNVIRONXENTAL IltPACT AS8ESSJllEH'l' -A Budget Amendment Ordina~ce is not considered a project under the California Enviro~ental Quality Act; therefore, no environmental impact assessment is necessary. The sum of Seventy One Thousand Two Hundred sixty Dollars {$71,260] is hereby transferred from CIP Project 19072 to CIP Project 19310. SECTION 2. This transaction will have no impact on Reserves. SECTION 3. As specified in Section 2.28.08C(c) (1) of the Palo Alto Municipal Code, a majority vote of the City council is required to adopt this ordinance~ SECTION 4. The Council of the City of Palo Alto hereby finds that the enactment of this ordinance is not a project under the California Enviroruaent;e.l Quality Act and, therefor-e, no environmen tal impact assessment is necessary.
