Me~ers of the council:
Thie report requests that council receive public communicatiQn on
a draft Economic ResourceS Plan for the City of Palo Altoi and that
Council discuss, to the extent it desires, the proposed economic
strategies recommended in the Economic Resources Plan~
.eport Distribution
On October 29, 1993, a draft Economic Reeou~ces Plan was distrib
uted to city Council and mailed to approximately ;00 ~embers of the
community; incl~dinq City appointed Boards and Commissions; the
Comprehensive Plan Update Committee (CPAC); service organizations
and ho~eowners' associations; and members of the Chamber of
Commerce Board of Dir.actors; the Downtown Marketing Committee;
Californi.::t Avenue Area Development Associationi stanford University
Lands Management Oivision; major employers and retailers in the
City; and numerous property owners~ developers, and members of the
business community~ The report was widely distributed in order to
selic.it a variety of community perspectives.
Discussion
The proposed Econc-mic Resources Plan 'Was prepared by the city
Manager's office in response to the City Council's high
prioritization of th~ City/s economic future as an important issue
to be addr~ssed in the community. A twenty member committee of
staff and Councj 1 Appointed Officers assisted in the preparation of
the report (see appendix of the draft Economic Resources Plan). In
addition, approximately fifteen members of the business community
participated in the review of numerous drafts of the proposed
Economic Resources Plan.
'l'h.4!! report consists of two distinct parts. The first part~ 'Which
includes a discussion of the Scope of the Plan and the Assumptions
upon which the recommended ERP goals and strategies are ~ased, is
primarily an effort to summarize the relationship betwe~n Palo Alto

and the reqion~s broader economic environment and the state of the
city's fiscal climate over the last t~o decades~ The second part
is comprised of recommended goals and objectives and econoRlic
strategies that staff believes will lead to a healthier husiness
environment and, concomitantly, a continued healthy fiscal climate
tor the City.
A summary of the recommendation contained in the draft Plan is as
follows:

Tbe recommendations contained in the draft Economic Resources Plan
are larqely attainable within the context of the City's existing
plans and policies. Those strategies, partially reliant on zoning,
are qen3;rally non-site specific. While land use changes and zoning
text amenoments may ultimately be necessary t.o implement some of
the Plan's strategies, processes are either in place or ongoing,
such 3S the Comprehensive Plan update, to address the implications
of such actions.
It is important to note that the Economic Resources Plan strategies
are not directly promoted on t.he basis of enhancing an existing or
projected revenue stream to the City. Staff anticipates that may
be the prObable o'Utco1T>e., but forces beyond city governmental
contL"ol could substantiall~' negate 0'" complement City of Palo Alto
economic efforts. In addition, m.any of the proposals, such as
those advocating aggressive ~Business Outreach-or regional

economic cooperation, for example, are not readily quantifiable.
Most importa!1tly, the Plan is pro~oted to create ~n econmt,ic
climate for the City and its business community that vill continue
to contribute to Palo Alto's fiscal well-beinq.
Staff believes the Pl~n to be a simple, straight!or....,ard set of
economjc goals and strategies for the City that mesh well with
existing plans and policies. Recommendations regarding
implementation of the Plan'S proposals, and necessary staff
allocations to accomplish such. -.ill be forthcoming 'Once City
Count;:il discussion and policy direction on the Economic Resources
Plan is completed.

1. Receive public testimony at the November 8, 1993 meeting.
2. Initiate City Council discussion on the Economic Resources
Plan, provide policy direction to the Policy and Services
Committee, Finance committee and staif, where desirable and
appropriate, on specific provisions of the Plan;

subsequently, to t:be Finance
recommendation to Council.
