(See attached transmittal from CPAC Co­ Chairs, Will Beckett and Nicki Schneider.) These supplemental changes to the Phase II work program and budget were reviewed, discussed and acted on by CPAC at the Committeeis CctOber 21, 1993 meeting. The cha..~ges to the Phase II work program and budget recommended by CPAC. in effect, endorse the work program strategies and budget that were discussed in the September 30, ~99J r~rt to Council on Comprehensive Pl~n Update· Recgmmen4ed Changes to the Phase II Work Prpgram. Ba ckarp'md on October 6, 1993, after the City Council discussed the proposed Phase II work program ana sCbedule on contmmit z' character and governance, the Council deferred action until the entire compr~~ensive Plan Advisory Committee had the opportunity to review this proposed supplemental work program and consider possible modifications or alternatives. At the Phase II -kickoff-meeting on October 21, 1993, the Committee discussed this Phase II ~upplemental work program and possible alternative work program strategies. When CPAC concluded its discussion of these items, the Commdttee, in a vote of 29 in favor, 2 against and 2 abstaining, recommended that the City Council approve the additional Phase II work program and funding that was described CMR:S71:93 f't1-:... CPAC also adopted a nvote of confidence" in their Process Management Committee members, who will make further decisions on tt~e Phase II ' .... ark program. Punding As noted in CMR~5~S :93 of September 30, 1993, funding for this additional work program in Phase II would amount to $185.000. Staff noted, at the October 6, 1993 Council meeting. that if CPAC subsequently endorsed the supplemental work program and budget. staff would return to the City Council on November S, 1993 with a budget amendment ordinance (BAOj for this item. The attached BAO would transfer the $185,000 that is necessary to fund these supplemental Phase II work program items from the General Fund Reserve. Transportation Costs One member ~f CPAC and some members af the community have requested that the Phase II work program and budget contain more resource emphasis on Transportation and Traffic than the proposal which CPAC and staff have recommended. The supplemental budget~ a& currently structured, contains only a mo~est amount, i_eo. $10,000, tor additional expertise and reaource beyond the mandatory requirements in the area of transportation. The mandatory requirements of traffic impact analysis were accounted for in the original budget and will be met_ P-owever; th~ ~~rrent and supplemental budget described in CMR:S18:93 does not contain sufficient funds to conduct a traffic and transportation workshop with professional expertise other than what could be ac~omplished with our City staff. The recommendation in the supplemental work program proposal focused on the interest areas whiCh received strong support among CPAC and in the corrmuni ty survey and outreach workshops. i.e., design and governance_ Business and economUcs 1 another area of inte~est. was previously funded by the City Council for ~25.COO_ Portions of the proposed su~plernental budget could be redirected to accomplish a transportation and traffic fo~s. if it were the Council's desi~e. The supplemental work program envisions four site-specific workshops where integration of all issues. including transportation, will be considered_ It is expected that professional volunteers from outside Pa~o Alto, s'.lCh as Robert Cervera from the University of California~ Berkeley, who participated in the "Dream Teamn charette, will be invited to attend these workshops and paid an honorarium if they can be persuaded to come. A member of CPAC's Transportation Subcommittee has suggested that one of the workshops be devoted to transportation, both on a a.!R, 57l, 93 p; \c:aa-,:q.._ "P • 11/4/93 Page 2 • neighborhood and regional (micro and macro) planning level. The budget for a site-specific study ~rea, which is estimated to cost $20,000, could he converted to such a \t;orkshop for this purpose, to include paid professionals to organize and offer expertise to the community beyond what could be expected from volunteers. Staff has been approached by !'esidents of University Avenue who are also interested in a ~craffic charette." Staff is supportive of studying the transportat.ion ~ssues in more depth and with addiLional outside expertise~ but the recommendation. to date has been based on the desires of t.he majority of the community as re!19cted in the Phase I process and results. Next Steps Staff is optimistic that the schedule for the Phase I! work program will not change significantly from the schedule illustrated in the attachment to the earlier September 30, 1993 Council report. Howev€r~ in all likelihood, most targeted activities and completion dates will occur a month later than the dates indicated in the earlier diagram. As one example; the Conmnnity DeSign Workshops probably will occur in May 1994 racher than April 19S4. In addition, CPAC may not complete its recommended Phase II policy and program options on all previously identified topic areas until OCtober 1994, rather than September 1994. Nonetheless, the targeted dates for requested Council approval on professional service contracts for services approved in 1992 an6 for those professional services approved on November a, 1993 will be sent to council in December 1993 or January 1994, as scaff had previously indicated in the September 30, 1993 report. REQQMMENDATIONS The Comprehensive Plan AdviSOry Committee and staff recommend that the City Council take the following actions to initiate development of Comprehensive Plan policy and program options in Phase II, consistent with the Community Visions, Goals and prelimdnarf Issues endorsed by the Council: CMR,571 ,93 p'\.-:<"\~."l' 11/4/93 page 3 -=-~.,....--------- o 1. Approve the expansion of the work program in Phase II to include ~\lpplernental 'Work on cOTJ11ilUnity ch~,racter/design and governance fer inclusionary p"ublic participation; 2. Approve the budget amendment ordinance in the amount of $185,000 for supplemental funding i~ Phase II that would include $150,000 for commJnity design, $25,000 for professional assistance on inclusionary participatory concepts, and $10,000 for special transportation analysis; and J. PHASE II OF THE COMPREHENSIVE PLAN WHEREAS, purEu~nt to t3e provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the council on June 21, 1993 did adopt a ~udget f~r fiscal year 1993-94; and WHEREAS, Palo Alto is ~ndertaking a process £or a Comprehen­ sive Plan that will chart the ccurse of the City's mid-tc-long­ ran9~ actions well into the 21st century; and WHEREAS, the investment ir. this major community ~dertakinq, both in terms of human and fiscal resources, will be significant; an:1 WHEREAS, t..~e Comprehensive Plan process provides a unique opportunity to develop a plan that is both visionary and yet reflective of the many diverse interests within Palo Alto; NOW, THEREFORE, the Council of the city ... of Palo Alto does ORDAIN as follows: SECTION L The sum of One Hundred Ei9hty Five Thousand Dollars ($185,000) is hereby appropriated to the Comprehensive Plan program in the.
