for Transformers ond Circuit Breakers

RePOrt in Brief
This report recomDends that the City council approve a.nd authorize
the Hayor to execute a contract with 3odgson Construction, Inc.. in
the amount of $31 J 40Q.OO for th~ construction of concrete
foundations tor two transformers and two breakers and for
Diseellaneous electrical conduit and groundinq SY6teJlS in the
Quarry Road Substation.. Staff also r-equests approval of $4,. 700 for
cbanqe orders to cover additional related but unforeseen work which
may develop during the course of the project.
Backgrpund
This contract is for the construction of the concrete foundations
tor two ne~ E9kV circuit breakers and for relocation of the two
existinq 12kV transformers. These foundations will permit
completion of the last phase of the Quarry 12kV Feeaers Project.
Installation of a new switchgear and new feeder cables vas
completed in 1992-93 to improve the electric distribution syste.s
in the Quarry Road and dovntown areas. The work provided two
dedicated feeders to the Stanford Medical Center Hospital to meet

the increasing power demand. NeW' feeders provide more reliable
ser"ice tor the downtown area~ This project will alloW' rull
utilization ot the Quarry SUbstation l2kV transformer capacity
installed in 1986-87~
In this final phase, the existing transformers will ~ relocated to
the new Bwitchqear, the old switchqear will be removed, and new
60kV circuit breakers will be installad. to protect the
transfonner&..
Cgntractor Selection PrQCesG
Bids were sent to 24 contractors and. also advertised in the
Peninsula and Santa Clara Builder's Exchanqes. Seven bids were
received on October 12, 1993, as indicated on tlle attached bid
summary. The low bidder is Hodqson construction, Inc. at a cost of
$31,400.00. The Enqineer's estimate for the project was
$45,OOO~OO~ Hodgson construction is currently in the process ot
completing a concrete foundation at the Colorad.o Sul;Istation tor the
Utilities Depart»ent (0IR,389:93). Staff fincls the low biclcler
qual tfied to psrfor. the work and. recoDDlends awardi nq the contract
to Hodqson Construction.
Funding
FUnds have been allocated in the FY 1993-94 Capital Improvement
Proqra. Utility Project, Quarry l2KY feeders~

This project is exempt trom CEQA requirements since there is no
envi.rotmental impact~
