This report requests that Council approve an inc_rer:\ental 'lIJthol:ization
to Consultant Agreement No. C3038164 with the f inn of Westinghouse
Landmark GIS, Inc., in tile a.mount ot $210,367 to provide .,dditional
consultant services for the Geographic lnfol-mation System (Arr,endrr.ent
NO.2). Funding is available in CI~ 18822, the Utilities ()epartmentts
Capital Improvement Program {CIP), and the Stol-m Oxainage Enterpl·iae
Fund. This is one of three; separatE'!" contracts required for the
continuing implementation of GIS and will result in the ct;>'''Tlpletion of
the base map components.

On Aprtl 26~ 1993, Council approved an agreement wit:h Wostinghouse
Landmark GIS, Inc. to provide consultant services tot" the Geographic
Information System (CMR:~99:93). These services include:
a. Establishing a Citywide network of e-urlley ground control
monument points to be used a9 targets for aerial photograpl,y,
The network includes existing, as \.I-ell as new monumenta, based
on the standardi2ed California State Plane Cool.-dinato System.
b. Performing aerial phot.ography of the entire City of Palo Alto.
c. Compiling a planimetric base map of the entire City, both
graphic and digital, using photog'rammetric stereo digiti1!3tion
equipment·. By using this technique~ the base map will include
features visible in the aerial photogt-aphs including str-eQtB.

The April 26, 1993 city Manager's Report (CMR:199:93) indicated that
because this is a multi-year CIP, sufficient funds for the entire
project would not be available until PY 1993-94 and ?Y 1994-95. The
agreement was phased to provide for additional mapping serv.\.ces, as
funds became available in the Capital Improvement Program.
Accordingly, Amendment No. 1 to the agreement was approved by COuncil
on October 14, 1993 (CMR:S26-93) to supplement funding for addit~.onal
mapping services.
This incremental authorization (Amendment No.2) ""ill provide funding
from the py 1994 -15 Capital Improvement Program for completion of a
digital database of facility related information. PeatUre8 such 318
pipelines which are not visible from aerial photographs, will be
digitized from existing block maps and othel' facility maps:. The
information will be registered to a newly compiled, locationally
correct planimetric map base, which can used by all City departments
in prov;f,ding a new level of City service well into the next century.
Am6ndment No. 2 also funds the completion of mapping public sidewalks r
50 percent of which occurred under Amendment No.1. Sidewalks are
relied upon by many City departments as sujtable reference points (or
engineering design and planning applications.
These are the final tasks under this agreement and will l:esult in the
completion of the base map for the Geogl'aphic Information System.
Enyironmental ABsesament
This agreement is not considered a project for purposes of the
Cq~ifornia Environmental Quality Act.
RecQmmendations
Staff recommends that Council:
1. Approve and authoriz'e the Nayor to execute Amendment No. 2: to
Consultant Agreement No. C3038164 with Westinghouse I,andrllark Gis
in the amount of $210,367 to provide for additional Geogl"aphic
Information System mapping services which brings the total
