Thiu r~.port requests "that Council approve and authorize the Mayor
to execute the attached contract with the firm of J. P. Sel.·vicee,
for perfor-mance of required software maintenance for the
utilities Department's Electric Supervisory Control and Data
Acquioition System (SCADA System). The cost for this contract
... en~wal will be $20,000.00 and the funds are included in the FY
1994·1995 Utilities Department Budget.
The Uti 1 itics Department Elect:dc SCP.DA System is used primarily
to monitor and control the City's electric transmission and
distribution system9. It is located at the Utilities Control
Conter near the Municipal Service Center. The Electric SCADA
System WAS originally deSigned, purchased from and installed by
the consulting firm of Landis_and Gyr. The programs and support
involved are critical to the operation of the SCADA System and
M.ust be maintained on a regulal.' basis.
For the past. six years, J.P. Services has been the software and
datab~s6 contractor for the SCADA System. They have 20 years
experience working with SCMlA systems and have a history of
providing oxcellent response to our requests. J.P. Services has
a t.horough undel'atanding of the City's SCADA System and is
cut"_rcntly in the process of compiling a report program for use by
Utilities Engineering and Substation staff. The ~urrent contract
with J.P. Services expires at the end of this fiscal year.

Funds for-this program have b~en budgeted in .FY 1994·95 Utilities
Administration budg~t.
The Council finds that this is not a project undet' the {,;'ali fo:rnia
Bnvironn<.ental Qu~lity Act and. therefore. no environmental impact
