This report requests t.hat Council approve ~nd allthorize the Mayor
to execute the attached Amendment No. 2 to Contl.-act S3036240
",oiith Geodesy a general partnership for software application
development associated with the Geographic Information SYHtem
(GIS). The contract \'1il1 be in the amcunt of $56 1 250.00 -and the
funds are included in the FY 1994-95 Utilities Operating Budget.
Thia is one of three separate contracts requested fm: the
continuing implementation of the GIS.
Background
The Geographic Xnfol.'1rlation System (OrS) was originally {o!pproved
in August 1989. Thie project is a joint effort of the Utilitiea,
Public Works, and Planning Oepartments. A coutl."act [or a City
wide basemap was awarded in April 1993. Application development
will ea('le end user interaction with the GIS System by doveloping
a menu-driven access to frequently used functions. This will
reduce the amount of training required to use the GIS System.
Charles Eitzel, a partner of Geodesy, has been closely involved
with ,the City from the initial benchmark testing with McDonnell
Douglas to hi.s current contract for application d.evelopment and

Environmental Ouality Act and, therefore, no envixonmental impact
assessment is necessary.

WHEREAS, City and Charles Bltzel entered into Contract
No. 83036240. dated October 9, 1992, PAgreert'lent") for certain
application software development services associated with the
euppor;t of City's Geographic Information System and its conversion
(rOIS')i and
~EREAS. City and Geodesy. of which Charles Ritzel is a
partnor, desire to modify their contt"act to reflect a new 8cope of
services, a modified compensation schemer and a term of services;
NOW, THBREFORE, in consideration of the following terms,
cOlld1tion9~ and covenants, the parties agree a~ follows!

its itemized billings, in triplicate, in accordance with
the terms of the new Fee Schedule, attached hereto as
Bxhibit 'B' and incorporated herein by this reference,.
