Inc. 091\ RotQ-Rooter for .sewer lateral maintenance 8ervice~ on a xegular baais, and authorize tho Mnyor to <"xecute Duch agre.sment.. Funds for this agreement have been included in-the Utilities Depa"rtment budget fot'" FY 1994-\15. Sc",'er lateral maintenance has been contracted out since FY 1990-91 by the Ut~litie8' Department. To assure responsible acrv:lc-e at c~etitive rates, the Utilities Department COlicr\.lpts .:t competitive selection prOC08S routinely. This year. the Invitation for Bid contained additional ,speed fic8tiol)s, in ordor to incorporate high performance criteria relating to the effectiveness of the contractor. seven contractors were requested to bid this project. After review of the four bids Qubmitted, staff recommends Roto Rooter based upon cost, past eXperience and service critel.'ia. Rota-Rooter held thp-contract from F¥ 1990-91 through FY 1992- 93:, and their cun:ent rate proposal is approximately 14 percent below the rates charged in pt-ior years. In FY 1993- CMR:322:94 o 94, Drain patrol submitted a substantially lower hie and wau awarded tht:-contract. Tn!;! sex-vicQ level provided b)' Drain Patrol h~fI not met 01" 8ati8fi~d the City' 8 expectations. A sewe.l' bacKup is usually a. stres9lul event ft-om 0. residc>lt' S perspective. and no contractor ..... ilh whom ""'C have !lad experience is completely complaint-fre~. Ho~ever. Staff has Been lower levels of complaints arising from the work: of some contractors than from others; and to date, RotQ-Root(.n-has had th'2 best performance in this rega-rd. . The current contract hoidel.', Drain Patrol, submitted a slightly lower bid than did Roto-Rooter, .but staff reco~~nd9 the award be iaaued to the second low bidder,' ftoto ... Rootel",' fOl" a number of reasons: 1. Roto-Root.er' 8 bid was only appl-oxirr,ately 6 percent abovo that of Drain Patrolj 2, All of Hoto-Rooter's vehicles ore clearly identified. and all employeeB "-ear unifolT.l.~, while Drain Patrol' 9 tecnicians respond to calla iil \Inm"Y).:ed ca:u. and ill street clothes_ For security l"(~"60n9, this haD created some anxiouty on the part of SOlf:e of our Palo Al to residents; 3. Rotc-Rooter has 5S vehicleo~ 'While Or.nin Patrol h<\13 only 33; this suggests that Roto-Rootor \oIould be Cible to respond more pl'omptly to our rcquirerti~ntBi 4, Roto-Rooter's vehicles are COi'l1pany-owned, \ .. hile Dndn Patrol has only four company-owned vehiclus, with the balance being employee-owned; 5. All of Roto-Rooter's vehicles, are adequat~ly eqoipped~ while our experience with Drain Patrol is that some of their technician8~ vehicles are 1089 th~n fully equipped, cX'eating the potentt.al fOl" unnecessary delays in clearing ae""'cr lateral backups; Approval of the agreement with Roto-Rooter will not incl'-eaoe the total expenditure from the current ly-budgeted level pf $125 1 000 for the fiscal year. Also, apPl·oval w11l !lot result in a change to the budgeted expendi'turea, for the program from past levels. The only change from the current agreement l-elates to the tell'll which will be from July 1, 1994 to June 30~ 1995, with the option of renewing annually for each of two subsequent years, CMR:322:94 \ I' ,,' , ., , ' .. ; Enyironmental Impact A§seBB~t Thi,B project is statutorily exempt from the requirements of the California Bnvh"onmenta1 Act and does not .l"equire an environmental assessment.
