Sc",'er lateral maintenance has been contracted out since FY
1990-91 by the Ut~litie8' Department. To assure responsible
acrv:lc-e at c~etitive rates, the Utilities Department

This year. the Invitation for Bid contained additional
,speed fic8tiol)s, in ordor to incorporate high performance
criteria relating to the effectiveness of the contractor.
seven contractors were requested to bid this project. After
review of the four bids Qubmitted, staff recommends Roto
Rooter based upon cost, past eXperience and service critel.'ia.
Rota-Rooter held thp-contract from F¥ 1990-91 through FY 1992-
93:, and their cun:ent rate proposal is approximately 14
percent below the rates charged in pt-ior years. In FY 1993-

while our experience with Drain Patrol is that some of

in clearing ae""'cr lateral backups;
Approval of the agreement with Roto-Rooter will not incl'-eaoe
the total expenditure from the current ly-budgeted level pf
$125 1 000 for the fiscal year. Also, apPl·oval w11l !lot result
in a change to the budgeted expendi'turea, for the program from
past levels. The only change from the current agreement
l-elates to the tell'll which will be from July 1, 1994 to June
30~ 1995, with the option of renewing annually for each of two
subsequent years,
