Members of the Council:
An agreement has been negotiated between the city and the San
Francisco Bay Area World Cup host committee for reimbursement of
the costs Which the-City \lill incur in the provioion of police,
fire and paramedic services on the six game days. Council approval
is requested.
~he BASis for the Agreement
In 1991, the City was asked to support the San Fra~cisco Bay Area
bid for selection as a World CUp venU9. wit,h respect to that
support, the City council adopted two resolutions proposed by the
host committee (san Francisco Bay Task Force '94) and tha World CUp
organization, statinq 1) that the City would endeavor to provide
the necessary services to ensure a safe, succesoful and enjoyable
World CUp at the lowest cost possible and 2) that the City Manaqer
'WaB directed to"enter into aqreements with the host committee that
would ensure that the City of Palo ~lto would be fully reimbursed
for ~he actua~ costs of providing police and fire/paralt,edic
servicsfI.
Over the course of the past several months, the City Manager and
ataff have been working with the host committee to define those
expenB~s which are eligibla for reimbursement. Planning for World
Cup has' been exceedingly complex, particularly for the police
Department, because of the many unJt:nowns and the difficult.y in
pre-dieting what will actually occur in conjunction with the six
qames to be played within a 21 day period. The City'S plans have
been developed with the guidance and assistance ot World Cup USA' B
Security Department and federal and state law e'aforcement aqencies.

Each of thA nine World CUt) venues is unique in terms of st,lldiIJm
owne.rship nnd tha ,relationship of the stadi.um locale to -the
jurisdiction l· .. sponsible for the provision of public safety
services. There vas no common model for the agreement negotiated
by p,alo Alto and the host committee. In the instance of the San
Ft'anoi6co vom,le, Stanford University 8a tho owner of the Stanford
Stadium ontored into a leaso agreement with World Cup USA for the
actual venue pr01!liSBS; the. City has no contractual arrangement with
lIorl<l CUp USA.
the Agreement
The host colru't'littee has agreed to pay $170,198 to cover the.
estl~atert costs for the City to provide police, fi~e and paramedic
B~n'vices 1n connoction with the six world Cup games played at
Stanford stadium. The city's costs also include the cost of
additional law enforcement assistance from the cities of Mountain
View and T~s Altos. Detailed descriptions of ~hat constitutes the
services ere pres~nted in Attachment 1\ of the agreement between the.
City and the host committee. It 18 the host comwi ttee' s preference
to J'!bke the pa},'ment upon siqning the agreement, although the City
had originally proposed a raimbursoment payment upon conclusion of
the gameD. Therefore, tho agreement {Section 2.2} provides for a
reconciliation basod upon a detailed accounting of the services
rendered, following the six games.

The payment which the CIty will receive from the host committee
dOGe not represent the true cost that the City will incur fro~ the
World CUp avents. The host comm.ittae payment only covers Police
and Fire department overtime costs on game days and specific Police
trAininq for soccer orowd control and r$lated incidents. It does
not cover the statf time devoted to ,preparatory planning whiCh has
been going on tor well over B year. Nor does it cover Public, wor.ks
and utilities direct overtime costa, even thouqh theae departments
provide important support to the, i.'eimburseable public safety
functions. The City will be absorbing those costs, as well as thn
cost of the supplies, materials and equipment incidental to the
provision of the police, fire and paramedic services.
The World CUp organization contends that t,he games will' mean
substantial revenue generation for the Bay Area. How mUch of that
revenue will be generated in Palo Alto "depends on the number of
gameqoers who stay in Palo Alto accommodations and dine and shop
here. Any increase in revenue will help to offset the costs not
r(\imbursed through th$ agreement with the host committee.

The Host ComrniHee hopes that the City of Palo AtlO recognizes the uniqueness of this
arrangement. We are the first organi1.ation to acknowledge, well in the advance of a
major eventf that there could 1>e costs to the City of Palo Aho Ihat would not be
recovered through normal sources of revenue and that these should be compensated.
We believe this sets a very positive precedent for the Cit),.
We appreciate the fa<:t the City's staff has expended time and cncrg)' on the activities
reading up [0 Ihis event. We also believe that Palo Alto will benefit in man)' ways
from it's involvement in World Cup, inctuding the receipt of revenues from increased
hotel and sales taxes. In all, the Hos!' Committee believes thal we have developed ~

by SAN FRANCISCO BAY TASK FORCE '94 for World Cup 1994 soccer
matches at Stanford Stadium; and.
WHBREAS. Baid bid --has been accepted and Stanford Stadium
has been selected and approved by the United States Soccer
Federation. the Fetlcl."ation Internationale de Football Association

soccer matches scheduled in June and July 1994; and,

not accounted for in the estimated service costs, SAN FRANCISCO BAY
'l'ASX FORCE ~94 will be given a full description of those events and
a detailed accounting of the costs incurred therefor as part of the
accounti~g specified in paragraph 1.1. The major unexpected events
'Whi,ch are contemplated by the parties for this purpose are any
parades or dignitary escorts authorized by SAN FRANCISCO BAY TASK
FORCJ~ #94, civil disturbances, hostage or similar incidents, or
serious fires or accidents requiring the extension (beyond that
contained in the estim."ltes herein) of overtime work by City
f11,"e/paralnedic te(l!li.9 and/or City police personnel (including that
of allied a.gencies)., Service costs fOl' such major unexpected
events, shall be bilh"!d at the same rates as contained in the

IX. The city of Palo Alto provides police services for thoso areas
adjoining the Stanford University campus and stadium,
including supervision of pedestrian and automobile traffic on
streets and sidewalks to and from the stadium, and supervision
of ot.her related activities, such as street vending, which may
take place as a result of the 1994 World Cup games. The city
also provides fire and paramedic services for those areas
adjoining the Stanford University campus and stadium, and,
under contract with Stanford Univt2'-rsity, for the entire campus
itself.
III. The cost estimates are premised on the following assumptions:

The majority of those attending the games will be

Even with all police department personnel, sworn and non
sworn, working each game· day; there is a need for
assistance tx-om other law enforcement agencies. They
will assist in handlinq traffic matters. Additional
members of the Mcuntain View and Los Altos SWAT teams
will be assigned to "Work with members of the Palo i\lto
SWAT team for crowd control and security purpose-s, It is
understood that the CHP will negotiate directly with the
Host Committee for reimbursement for the services they

Due to the expected visits of dignitaries, heads of
state, etc4 associated with the World Cup games, soma
additional security and/or escorts may be required.
The Fire Department will deploy (over and above normal
stafring) one additional engine company and Olle
additional paramodic unit to meet the anticipated
citywide increase in demand as a result of World Cup.
These additional units and staff will be deployed for two
hours prior and up to two hours after each game.
• The Santa Clara County Fire Mutual Aid Plan will be
implemented to obtain additional resources for fire,
1I]edical, hazmat, or other emergencies should it :become
necessary.
