The Terman Specific Plan .... ·as developed in 1930 to prov Ide a Clasteor
plan for the operation of the Tet'r.111n Center, The Pll!lll directed the
use of a portion of the TerI:lan faciJ tty as a Cit.y-or,crated
community ccnt(l!r to serve the Terman neighborhood or P,n)o Alto with
co:mrnunity Service .. programs and cO~Munlt'l ~eotil1g spaco1 shll1at" to
that provided at other community cent~rs.
Although one room adjacent to the library was developed as a
meeting, room dU~'ing the 1980 1 s, the City's "JO wing" of the
facility has never been fully operational with City prO<Jral!r;~.
several groups leased room space to provide special proqrclJ!ls or
activity space tor their pr09rams undar the suporvision of the neal
Estate Division. A proposal in 1992 to lease roo~s )1 and 32 to
the Jewish Day School provided seVeral area residents with the
opportunity to voice their c<mcerns abDut the lack of city
programming and community space at Terman,
At the August 10, 1992 City Council meeting, the Council referred
the matter of the implementation of the Terman spocific Plan to tho
policy and Services committee. The counci 1 earmarked Ter.,'\:l<Ul lease
receipts from the Jew.tsh Day School ll"!ase of :coons 31 and 32 for
the implementation of the Terman Specific plan and directed staff
to use a portion of the eann€tirked funds. for a study of cOJromunit~·
interests in the Tarman area community. The action ot tile cout\ci 1
enabled the interest survey, which is already leading to the
implementation of more activities at 7er~an Center.

:tn the spring of 1993, f3taff convened a meeting of inteYostod area
residents at Term.an centf3l". At that meeting, staff received
comments and recommendations from the residents regarding the
City's Te11Tlan wing, program ideas for Ternan, and the plans for
surveying resld~nt interests in the Terman area.

In septerol:;ler 1993, a telephone response survey was conducted
through a contract with Satellite Research Network of Emeryville,
California. Staff and contractor personnel prepared a brief
survey, and letters inviting participation were mailed to 4",950
residents in the Ternan and adjacent neighborhoods. Advet"tisements
were placed in the Palo Alto Weekly I encouraging particLpation i~
the survey. Fliers were circulated and residents who had expressod
interest were ,asked to assist in publicizing the survey.
Survey techniques and results were discussed in the report
previously provided to the City Council (CMR:S87:93). A follow-up
public meeting was held with Terman area residents on Novenber 18,
1993. The survey results (sec Attachm-ent A) were revie.wed by the
contractor and City staff, and activities in and around T'Crman It.·ere
discussed. Nany specific requests <'nd concerns were expressed on
a variety of City programs and issues. Program suggestions
included requeets for senior citiz.en and small childrcl\'s programs.
but no specific activities were consistently nentioned by
respondents. Some rO:':1pondents and residents present at the public
meeting mentioned a lack of publ icity tor existing progr.U"o.s.
Others indicated a lack of familiarity with eXisting publiclty and
programs.
Staff noted that, over the years, numerous recreation activities
have been scheduled at Terman center; but many of the special class
programs there have not been well attended. During 1993-94 the
following activities of all types have boen conducted in the Ter~an
area:
Summer science camps for children at Terman.
Su~~er sports camps for children at Gunn Hi9h School.
Full spectr~m of aquatics activities for both children and adults
at Gunn High School pool.
SUmmer camp program for children at ventura Center.
Evening adult bridge classes at Terman Center.
Evening adult volleyball league play at Terman Center.
Evening adult badminton drop~in play at Gunn High School.
After-school playground program for children at BrionE'.s Park and
Ventura Schaul.
A succ·essful neW after-school children I s science program at
Terman.
The Ternan Library Meeting room continues to be used from time to
time by community groups.
Athletic fields and tennis courts at Terman and Gunn High school
are heavily used by individuals and communit.y groups.

Much helpful information was received from the survey. Many
comments were received about city programs,> other than recreation.
Those comments have been passed 'on to appropriate City departments.
Information was collected by geographical area and tabulated by
ventura and Barron PaYk neighborhoods. A~though staff and th~
contractor had hoped more responses would be received, 173 calls
from a ~ailinq list of 4,950 is an acceptable sample for such a
restricted surVey.
Several suggestions were made regarding planning, scheduling and
promoting Terman Center activities. City staff noted that funds
were not available for neW programs due to General Fund budget
guidelines and that new activities must be cost recovering l be paid
for out of Terman lease funds, or be condUcted at the cost of
reductions to other City prograns.

Community Services Department staff has begun working with Terrna:n
neighbors, area neighborhood associations, t.he Jewish Community
CentlSr (JCC1, Senior Center staff, and other City staff to increase
the use of City assigned facilities tor the benefit of the Terman
community. Any neu City programs or activit.ies at Terman need to
be subsidized by Jewish Day School rent :cevenues, staffed by
vollmteers, or covet"cd by supporting revenue.
The Jewish Community Center currently offers a full range of
recreation and arts programs and classes at Terman Center. It is
not reasonable to compete with established JCC programs that are
available to Palo Alto residents at about the same cost a·s City
programs. city staft ;is undertaking a pilot program of new classes
and activities that fit the space available at the Terroa;n Center
where there is no city staff on site, no kitchen, limited storage
and no large activity room.
City staff is reviewing ways to take full advantage of the existing
contract between the City and the JCC in regard to City use of the
gymnasium' and swim pool. The contract with the JCC 'specifies
several hours each week when the city may have use of gymnasium and
swim pool facilities for possible new programs. JCC staff has
indicated a willingness to cosponsor "activit>.es \>'it-h the City at
other times.
staff is working with comlnunity groups alld looking for volunt.eers
to assist with programs for seniors and young people. To date l
police and Fire department representatives I the' Barron Park
Homeowners Association and one local Kiwanis Club have all
expressed an interest in providing volunteers for open gym nights
and exercise activities at Terman.
Public/private partnerships can help provide mOl"C progra'l"11
opportunities that the City staff could not develop or wanage with
available resources. At the, Terman gymnasium, a pilot program of
free ba.sketball play and wOJ:'kout training was begun on }'riday
night, April 8, utilizing Je\odsh Day School lease funds for one

staff salary. Two volunteers assist in the program each week by

southwest Palo Alto area residents are not aware of City services
already in place, nor are they aware of other available programs in
the aroa. Staff has developed a section for the summer ENJOY!
brochure, highl!qhting Tarman area programs and activities (see
Attachnont 0). A special joint brochure, partially funded by the

The survey results do not give a clear picture of what
services the Tarman community wishes to have in place at
. ~·arnan. Programs for children and seniors appear to be
reasonablo starting placos. In 1993~94, City staff has
already instituted a sU'!:unex-camp program for' children , an
after-school science program for children and the drop-in
q~~/exercise program for young adults.
