This is to convey to Council a Utilities Advisory Commission (UACJ
request to refer the subject of ~ater reclamation to the VAC for
study and recommendation.
DiSC1.1Ssion
It-became evident during the City council and the UAC joint session
on October ", tnet the decision to build a 'Water r-eclamation
project in Palo Alto is likely to become a very complicated
decision. The decision involves complex reqylatory, technical and
financial issues that impact. both the lIIastE:. .... ater and the water
utilities. The impact of this decision ext~nds beyond the City to
include the Palo Alto Water Quality Control Plant reqional
partners~
While the City council, in conjunction with the qove~inq bodies of
our reqional partners, will make the ultimate decision reqadinq the
water reclamation project, the UAC Commissioners feel they possess
the expertise to advise the Council as to the interrelationships
betlf"een water reclamation and the. water utility. It should. be
