ThiB report is supplemental to CMR:263:94 which ''''as discussed by
the Pinance CO><Vnittee on May 10, 1994. It asks Committee approval
of a l:esolut.ion which increases stonn drain l"ates by 31 percent to
fund future capital improvements" ApproV'Q.I of this increaBe would
raise the monthly storm d:rainag.e fee for single-family residential
proper~ie9 from $3.25 to $4.25.
0\.I1'1n9 it. March 'I, 1994 Council study session, staff presented the
results of the recently completed Storm Drain Condition Assessment
~nd Storm Drain Master Plan, outlined a proposed 30-year capital
improvement plan, and discussed financing mechanisms, including an
increaoe in storm drain rates. On May 10, 1994. staff provided
additional infol:tnation to the Finance Committee on funding
alternatives and capital project justification. Staff deferred its
formal request for approval of a rate increase pending the out.come
of the Fi'tumce Committee's review. The Finance Committee gave
co'nceptual approval to thc FY 1994-95 storm dra'in capital
improvements and a first atagE1 increase in storrll dra.i.n rates to
fund near term capital improvements, "'hile requiring further revie~1
of the long term program.
Recommendatiqn
Staff recommends that Council approve the attached resolution

The Council of the City of Palo Alto does hel-eby RESOLVE ao
follows:
llECTION 1. Pursuant to Section 12.20.QIO of the Palo Alto
Mu:nicipal Codej Schedule D~ 1 ,(Stol1.n and Surface, Water Drainage
Service) of the Palo Alto Utilities n.tesand Charge. i. hereby
amended to read in accordance with Shoet D~ 1·1. att~H:hed hereto and
in,coJ:porated herein. The foregoing Utility .Rat'e Schedule,. ~s
amended, shall become effective July L 199-1.

the authorized adjustment of the AtOt""'m and aurtace water drainage

GENERAL STORM MID SURFACE WATER DRAINAGE
A. APPLICABILITY:
This schedule applies to all storm and surface waler drainage service, excepling only
those users and to the extenlthatthey are ~onstitutionally exempt under Ihe Constitution
of Ihe State of California or'who are determined to ba axempt pursuant 10 Hula and
Regulation 25.
B. TERRITORY:
Inside Ihe incorporated limits 01 the city of Paio Alto and land owned or leased by tile
City.
C. RATES:
Storm Drainage Fee per Equivalent Residential Unit (ERLI) ... $4.25
D. SPECIAL NOTES:
1. An Equivalent Residential Unit (ERU) is the basic unit for computalion of storm
,drainage fees lor residential and non·residential customers. All single·family and
duplex units are considered 1 ERU based on dala ror Palo Alto and am considered
to halie an avorage impervious area of 2,500 square fee. All olher properlios \',;iI
. have ERU's computed to the nearest 1/10 ERU using Ihe foliovoi09 formula:
