BeOO1"t in Brief
This report recommends that Council approve an agreement in the
amount. of $13,800 with Towill, Inc., to pel"form the 1994 aerial
photogrammetric mapping of the Palo Alto I,andfill. This repol:t
also requests that Council authorize the City Manager, or her
deDignee, t.O exercise the option for an additional year of aerial
photogrammetric mapping services during 1995 in the amount of
$14,250. Funds are available i,. the FY 1993-94 Refuse Fllnd
operating budget.
On an a.nnual basis, aerial photogramrnetric mapping of the Palo Alto
Landfill is performed for use in a variety of enginE'!ering and
reporting applications. Fill rate~ site life and capaci.ty
calculations are performed using data obtained from the aerial
survey; and maps produced fl."om the survey are used rOl" regulatory
reporting and for operational and planning needs.
During :£<'1' 1992-93~ staff requested bids for perforTt,lJlg the 1993
annual photogrammetric survey and issued a shol:.'t-form agreement in
t}le amount of $14,500 to the lmlest responsible bidder, Towill~
Inc. for the 1993 project. The :cequest for bids alao included
fU~71ishing bid prices for 1994 and 1995. Because the additJ.onal
two l'ears of work: would exceed the threshold amount requiring
Council authority, staff requests that Council approve the attached
agreement in the amount of $13.800 for this year. and grant
authority to the City Manager to exercise the option for year three
of the bid in the amount of $14 ~ 250. The total value of the
project over· the tht'ee yeal:.' bid equals $42,550.

opti-on for the third year in an amount of $14,250 with her
discretion and execute any other documents necessary to
implement the third year of the agreement.
3. Authorize the City ~'anager. or her designee, to ne,gotiate and
execute one or more change orders to the agreement with
Towill, Inc. the total value of which change orders shall not
exceed $2,000 for 1994 and $2,000 for 1995.
