7he RWQCP is faced with stringe:'1t new limits fo)'" discharge to San

Pollution Prevention DemonBtr~tion Pl.-oject progTclfll was ini tiated to
demonstl'ate new waste fI'linirni2ation measures at industrial
facilities which lme high 9tl:ength copper and nickel solution9.
This specific program WOaD Iwt p.nvisioned at the time of budget
preparation~ and~ ao a ~eoult, therefore neither the Finance
Committee nor the Polic~ .. and Serviceo Co:tLfr'littee waS given the
specific opportunity to be able to dete:tmine wllether they wished to
l,·eview concultant selection. The • .-efore, the opportunity for
Council to decide to review consultant selection is being provided
at this time. The approximate total cost of the two projects is
$140,000; and these funds are available in the Pi' 1993-1994
opeX'ating budget because projecta of this general type were
envisioned and planned.

Quality Control Plant. Proposalr;. were received from two fh:m9:
Davila International Circlilta <.'lnd Techni1'ron, Inc. Interviews were

conducted with the two firms by three staff members from the Cities
of Palo Alto and Mountain View. Both projects meet the critoria
established for demonstration projects and botll al.·e being pr:oPQsed
for'select.ton.
The scopes of work include modifications to the printed circuit
boal."d manufacturing process at the two l'1ountain View facl1itiell.
The purpose of.. the projects is to demonstrate new f',nethods of
reducing water use and polll.l.tant concentrati01l9 j which can be
applied at other facilities and other Pl."educt lines at -theee· t"'·o
facilities.

Bnvironmental Quality Act (CEQA) under Sect ion 15301 of the egQA
