This report provides the OPP01"tUllity for Council to refer
consultant selection for the RWQCP's CQrrosion Control
Investigation to Comrrdt.tee or to approve the selection of
Kennedy/Jenks Consultants. Council. may leave this item on th~
consent calendar thereby approving Kennedy/Jenks as the consultant,
or remove this item from consent and refer it to a Council
Committe~. In either case, a negotiated consultant agreement will
be submitted t.o Council at a 13uhsequent meeting for approval.
The City's RWQCP must comply with stringent new liT-lits for copper
and other heavy metals diRcharged to San Francisco Bay. Over one
third of the copper discharged to the RWQCP comes from copper
pipes, fixtures and industrial equipment. Therefore, the Corrosion
Control Investigation Study has been initiated to develop
strategies for reducing the amount of copper corrosion.
This specific study was not envisioned at the time of budget
preparation and aD a result, thp.refore neither the Finance
Committee nor the Policy and Services Committee ..... as 'given the
opportunity to be able to determine whether they wished to review
consultant selection. Therefore, the Council is being asked to
determine whether the consultant's selection should be reviewed at
this time. The proposed approximate cost of the study is $130,000;
and funds are available in the FY 1993-1994 operating budget, since
studies of this genex~l' type were envisioned and pla:nned.
Diacussloo
Requests for Proposals (RFPs) were sent to eight consulting
engineering firms with experience in engineering evaluations of
corrosion control. Proposals were received from three firms:
Kennedy/,Jenks. Montgomery-Watson, and the Bentley Company. The
Bentley company proposal did llot address all of the components of
the RFP and was eliminated from further consideration. Interviews
were conducted with Kennedy/Jenks and Montgomery-Watson by three

Kennedy/Jenks Pt"oposal was selected, because their proposal and
1nter~/1.ew demonstrated a greater depth of knowledge concerning
corrosion C'¢ntrol, ill the specific water supplieD tlsed in the RWQCP
service area, and more developed recommendations for pursuing
alternative construction materials to reduce corrosion wen~
provided.
The proposed scope of worK. includes a series of components deAigned
