In accordance with the ApriJ 5, 1994 Policy and Services committee
review and recollU'.lendatioll concerning the Williams property, this
report recommends that council approve the attached Budget
Amendment Ordinance in the amount of $22,950, to provide funds for
deferred m.aintenance and cleanup of the Wlliiams property at 351
Homer Avenue, Palo Alto, and approve the use of existing funds in
capital Improvement Project (CIP) 119101 (Tank Investigation and
Removal) for removal of the gas and fuel tan~s on the property.

On April 5, 1994, the Policy and Service,s Corr.rnittee approved a
motion recommending a proposed pr.ocess for determininq the use{s)
for the Williams property (see related CMR:206:94 and the April 5,
1994 Policy and Services minutes, included in the Council packet).
The approved motion also recommends that Council:
1. Direct staff to pursue getting a residential caretaker for the
Williams property;
2. Direct staff to complete the necessary short-term maintenance
and repairs to the property and remove the underground tank;
and
3. Direct staff to return to Counc.il ~ith a nudget Amendment
Ordinance to cover expenses associated with a residential
caretaker, maintenance, and removal of the tank.

Wl!E~S. pursuant to the provisions of Section 12 of Article
III of tho charter of the City of Palo Alto. the Council on June
21. 1993 did adopt a budget for fiscal year 1993-94; and
WH8RSAS. on April 5. 1994. the Police and Services Committee
approved a motion reco~ending a proposed process for determining
use(s} for the Williams property. and
WHERRAS, thp. approved motion also recotHf,ends that Council
direct staff to pursue getting a residential c8r~taker, complete
the necC!SS8.ry short-term mainten~nce and repail.-s, and remove the
underground tank on the williams property; and

NOW. THKRB:FORE. the Council of the Cit.y of Palo Alto does
ORDAIN as follows:
SJ:iCl'.lQH_..l. The sum of Twenty Two Thol1sand, Nine Hundred Fifty
DollaL9 ($22.950) is hereby appropriated to Contrdct Sarvices in
the Real Estate Division of the Finance Department, and the Budget
Stabilization Reserve is correspondingly reduced.

SECTION 3. The scope of CIP Project No_ 19101 (Tank
include the Investig~tion and Removal) is hereby expanded to
removal of gas and fuel tanks on the Hilliams property .
