Information Highway Members of the Council: This report is for infor.mational purposes only; no city council action is required~ At the September 13, 1993 TOlrm Hall mee.ting. the question was raised by Council as to what the city is doing to market its Cable "B N line, a second coaxial cable installed in conjunction with the City/cable Co-op's video cable system in 1987-88~ Over the last year, working with Cable Co-op, !Staff has been actively pursuing potential uses of that cable with a particular aim to'Wa~·d marketing for the high-speed information transfer needs of private industry~ An underlying assumption behind this informal marketing effort was that, if private industry needs for communication alternatives were siqnlficant, activation of the Cable "s" line might be financially feasible, as defined in the Amended and Modiried Franchise Agreement of February, 1991. Those inquiries have met with mixed responses, primarily due, we believe, to the bandwidth limitations of coaxia.l cable for large vCllume high-speed use$ The restrictions on capacity and potential for electromagnetic interference r-ender coaxial cable less attractive than fiber optics cable for very high volume Users such as Digital Equipment Corporation. Nonetheless, given that the vast majority of capacity needs are modest and that the coaxial cable has the distribution potential to serve all ho~es and businesses in Palo Alto, further exploration of the Cable -B" line use is productive. Staff believes that great potential exists for its use, particularly since the cable serves existing residences which are unlikely to be served by fiber optics cable in the near or long-term future. Cable co-op is currently e.xploring a pilot program with the Palo Alto Unified School District (PAUSD) to provide cable se~ices to District facilities. C1!R:530:93 • \ " ,._----_ ... -----". '. - 21_"'1 Tbe city, PAUSO and Cable Co-op are also explo~inq ideas on how the city and School librarie5 might develop a joint program using the Cable syste.m to connect the facilities and/or distribute information to residents' homes. Investigation of the potenti.al use of coaxial cable for information tl"ansfer in general has been successful. Issues relating to commwnic3tiQns and the cQle of tne city in delivering such services have surfaced. Digital Equipment Corporation's request to use City conduit to install a ·state of the art" fiber optic communications system li~ing their facilities in the downtow~ is a very positive by-product of those discussions~ In conjunctior. "'ith. the installation of tiber optics cable tor Digital's use l the option exists, at mini=al additional cost l to install tiber optics cable for potential city use including possibly leasing City-owned fiber optics to other interested parties in the downtown area~ The use of City-owned conduit for fiber o{.otics communication systeDls may have qreat potential elsewhere I particularly 'Within the Stanford Research ParX. According to Stanford Lands Management, requests for easements within the Park to connect existing facilities with fiher optics cable have in~reased substantially 'Within the last couple of years. Conduit use is not the only option available; there are currently requests from privata communications systems to hang fiher optics cables on City poles as part of an effort to link the nine 8ay Area counties. In several other communities across the nation, both pukllic and private utilities are providing fiber optic com=unieation options to their customers 4 (See the enclosed articles on the role of utilities and government in the information highway explosion in America.) It is staff's opinion that a "state of the art-comm.unications system in Palo Alto, serving business I public and municipal needs l is essential to both the City and region's long term economic competitiveness. The concentration Of major corporations with high volume information transfer needs l coupled with those of Stanford University and the medical center, str~ngly suggests an opportunity for the city to playa role in facilitating advanced communications systems. What that role is, hovever l is not yet known. Staff has initiated a series of "'ColDlnunication3 Vis-ioning" sessions within the organization to identify options available and to attempt to answer such fUndamental questions as: what service CKR:530:93 • '\ -.1- -.-'.".""- levels could/should be provided; owr.ership options; maintenance needs and responsibilities; and potential funding mechanisms for system installation.
