Nonpoint Source Pollution control Proaram Award

This is an informational Report. NO Council action is required.
The S~nta Clara Valley Nonpoint Source Pollution Control Program
(program) has received the 1993 national first place award for an
outstandinq St.ormwater Management Program in the Dlunicipal category
from the united States Environmental Protection Agency (EPA).
The City of Palo Alto is an active participant in the Program, a
coalition of 13 Santa Clara Valley cities, Santa Clara County and
the Santa Clara Valley Water Oistrict~ working together to reduce
pollution in urban stormwater runoff. The Program is striVing to
improve the water quality of local creeks and San Francisco Bay
throllgh the d~velopt!'tent and distribution of public education
m~terial for residents and industry; monitoring creeks and storm
drains in order to detect and eliminate illegal dumping; and
implementing new ordinances, policies, and MBest Management
practices· to control storm~ater pollution.
ongoing activities in P~lo Alto include stencilling of catch basins
with the message ~NO Dumping! Flevs to Bay,~ an elementary school
education program featurinq Flo the Raccoon, and a storm drain
monitoring program effectively integrated into the Regional Water
Qu::llity Control Plant's eXisting industrial waste program. The EPA
selected the program for the award from " nationwide group of
candidates. based upon the Program's ~demonstrated innovative and
cost-effective achievements for improving stormwater quality.a
