This report recommends that Council al;",end all eXisting construction
contract (C404491S) with L.ewis &. Tibbitts, Inc. of Fremont,
California, to extend the performance p~l"iod through fiscal ~fear
1994-95 and increase the contract amount by $)00,000 fOl-aR
requested util ity substructure installatior) for elect.ric servicen.
Funds for this project aloe available in the C::lectric Fund CIP.
Major Project Number 8928, Underground B'xtenaiollo and Replacemente.
Because all new const.ruct ion must be under91:oulld~ approximately 25
percent of these funds should be rcturnen through custexocr
reimbursement. Because of the a9-requc8t~d nature of the
individual service orders. nO change order «uthot-ity i9 requested.
BackgrQund
In July 1993, the City entered into a contract with Lewi's &.
Tlbbitts, Inc., in the amount of $300.000 for Utility substk.-ucture
rnstallation for Blectric Services (Reference CMR:4.11:.93J. r~Wi8
& 'fibbitts was selected as the lowest rcaponnible bidder at that
time. Lewis.& Tibbitts haB been l<wrking under that contract and
has performed excellently. Ovc'r 100 electric services and small
system improvem~nts have been performed under the contract.
The contract allows the City and Lewif} .& Tibbitts to extend the
contract for an additional year at the same rates. Lewis &
Tibbitts has agreed to hold their rates and extend the contract for
another year.
'rhis amendment will extend the performance period one year, through
June 30. 1995, and increase the contract amount by $300,000.

Funding
Funds for this work are available in the Electric Fund CIP,
Underground Bxtensions and Replacements Project for FY 93-94. with
customer reimbursement expected to retul'n 25 percent of the amount
spent.
Recommendation
1. Authorize the l<layor to execute an amendment to the contl:act
with Lewis &. Tibbitts, Inc. (C4044918) in the art'~unt of
$300,000. for Utility Substructure Installation for Blectric
Services.
