'i'his l.-epol:t recomnends that Council authorize tIle Nayor to execute
the attached amendment to the consultant agreement with CH2M HIIJL
in the amount of $62,000, The amendment will provide pre-design
engineering and CEQA documentation for Project B of the Reclamation
Pl-og-l",'lrrl, a reclaimed water system to the City of !'-fountain Vieh'.
This amondment is initiated at the request of the City of l10untain
view, }ounds for the amendment have been appropriated in the FY 93-
94 Wastewater Enterprise Fund.
On February 8, 199:3. CMR 153:93, Council authorized the consultant
agreement with CH2M lULL to perform the Pre-de~;ign/EIR on the
Wastewater Reclamation Progl"am. The original agreement will
provide the engineering, the program level EIR. and a focused
project level EIR on Project A (reclaimed water system to Stanford
campus) of the Reclamation Program. Since then. certain events
have .occurred that prompted the request for this amendment.
1. The NASA AMES site is competing for a new wind tunnel project.
The new wind tunnel \'1'111 require two mgd of reclaimed water
for support of its operations.
2. The existing pipel ine which delivers reclaimed water to
Shor.eline Park has deteriorated significantly. Tempora:t."y
L"cpair was done under extreme difficulties since the pipe is
now within the protected marsh area. The existing pipeline
was built in 1976 as an experimental project and, therefore,

As we discussed at our meeting on March 2, 1994, the City of Mountain \~ew
recommends that Project B (as shown on the Brown & Caldwell 1992 \'Valer
Reclamation Masfer Plan (or the RWQCP) rep!<1ce Allerna~e Project 13 as the second
stage of the Reclamation P(ojects currently planned. Our recommendation is based
on the following:
1. NASAl AMES/Moffet Field site is in the rUntlLng for a larger \",'ind tunnel and
jf the site is selected~ an additional 2 MGD or so of reclaimed water wiH be needed
to serve the facility.
2. The redail1\ed water pipeline that presently serves the Shoreline Park Are,l in
Mountain View is in poor condition and needs replacement. Project B \vould
lake care of the replacement and insure thai the Shoreline Park Area continut:'s
to be provided with reclaimed water.
It is also our recommendation thai Project B be studied now at the same lev€'! as
Project A as pari of the current EIR process. We want to be ready to support the
NASA wind tunnel project if it is approved for siting in Santa Clara County. We:
also want to provide more 'reliable service to the Shoreline Park Area.
Mou'ntain View 1$ also interested in investigating additional uses (or reclaimed
water in our North Bayshore Area including the possible mixing of PARWQCP
reclaimed water with other reclaimed water sources such (IS treated contaminated
groundwater and perhaps utilizing the Shoreline lake system retention basins, or
Stevens Creek 'as biotogical treatment and a reservoir to serve a rnixed rt:."X'laimed

water in this area. We believe that this mix can be used to serve an expanded use in

SCOPE OF AMENDMENT 1 SERVICES
WASTEWATER RECLAMATION PRE-DESIGNlEffi
The wastewater Reclamation Master Plan identified several different
alternative projects that could ba done under the ReclaMation
Progr.am. ThQy hay(! been l<'lbeled as Project A, 8, alternate B, C1
and D. The 'Work to be performed under this amendment focuses
priTUarily on Project BI which is referred to as the "PROJECT" of
this amendment. Project B includes a delivery and if necessary a
storage system to provide reclal~ed water from the PARWQCP to the
City of Mountain Vio\orl and any parks and green belt areas that are
located along the pipe route.
The scope of a'Mendment 1 services include CEQA review and
documentation, and associated eng] neering tasks necessa:t:y to select
a cost-effective and environmentally sound PROJECT or this
amendment. Consultant shall perform the following tasks for the
PRO.JEC'r of this amendment.
Task M Pipeline Routing
Consultant shall obtain and review existing data, technical and
environmental information applicable to the PROJECT. Consultant
shall obtain and review existing maps and drawings available from
the CITV, the City of Hountain View and key utility companies, and
other appropriate ager.cies tor possible impacts on the pipeline
route. Consultant shall assess the area adjacent to the pipeline
route of the "PROJECT" of this amendment, for the utility systems,
detailed utility locations, property ownership and usage.

Consul tant shall conduct the appropriate field visits to review
potential pi pel ine alignments. conSUltant, shall develop design
criteria necessary to establish a clear understanding of the
environmental and physical aspects of the PROJE,CT. Efforts should
be made to reduce the number and the significance of potential
environmental impacts of the PROJECT.
Design criteria shall address, but not be limited to, the
following:
