Report. in Brief
This report requests that the Policy and Services committee waive
their participation in the selection of a consultant to perform
engineering services for a Solids Management Plan for the Palo Alto
Regional Water Qua.1.ity Contr-ol plant (RWQCP). Compliance with
federally mandated regulations requires expediting the consultant
selection process. Therefore, staff is requesting permisSion to
submit this project directly to Council.
Background
In late Februar{ of this year, The Environmental Protection Agency
(EPA) adopted new regulaticr.s that apply to the disposal of the
solids removed from the waste stream at the different stages of the
treattTtent prCK:esses. The EPA, however, has not yet giver~ the
protocol for testing the current system to establish its compliance
with the new regulations. The RWQCP must submit a long range plan
that will bring the RWQCP into compliance with the newly estab~
lished regulations to the EPA by February 1994.
EPA held a workshop in May 1993, to explain the regulations and
their implications. At that time staff felt that a study could he
done for under $25, DOO, bl.lt further evaluation of the regulations
and the fact that testing protocol has yet to be given by the EPA L
staff feels t.hat it would be more prudent to broaden the scope of
the project to incorporate long range plar~ing based on the age of
ehe current incinerators. since the adoption of the regulations,
RWQCP s~aff has proceeded with the purchase and installation of the
necessary monitoring equipment, as well as contracting for the
source testing required by the regulations. RWQCP staff anticipat:e
being able to meet the regulations; but will be unable to confirm
compliance until the end of the year when the equipment
installations and testing are completed. In the eve~t that the
RWQCP does not meet the requirements, the RWQCP will need a plan to
dispo~e of the solids properly.

A Request. for Prope.sal to perform tr-.e Solids Management Plan was
issued to nine consultant firms. The proposals are due on October
12. 1993~ The proposals ~ill be reviewed in accordance with the
City's selection procedure for professional services. Three
consultant firms will be chosen to be interviewed by the City's
selection committee_
Funding
Funds for the Solids Management Plan are included in the FY 1993-94
Wastewater Treatment Operating Fund_
Recommendation
Staff recommends that the policy and Services Committee consider
not reviewing the selection of a consultant for engineerin~
servic...;s to perform a Solids Ma_nagement Plan for the RWQCP. ana
direct staff to subTr.it the consultant agreement directly to Counci 1
for approval.
