HONORABLE CITY COUNCIL
Palo ~to, california
The Hamilton Senior Living Prcject: Clarification of the
Condition of Apprqval Regarc:3..ing Parking Garage Design Pr..Q~
Members of the Council:
At the August 9~ 1993 .. City Council meeting. t.he Council appro~.red
a Planned Community Zone for a Senior ~iving Community at 651
Hamilton Avenue, 536 -575 Middlefield Road and 513 -575 Byron
Street.
The purpose of this stctff report is to clarify the City Council's
intent with regard to one of the conditions of approval for The
Hamilton Senior Li\Ting project's Planned Comnr .. mity Zone.
The recommended conditions of approval on which Council took
action included 'an alternative option for Condition #1 regarding
the configu_ration of the underground parking. However, the
motion for approval which the Council adopted was silent on the
matter of the two alternatives for Condition #1. The first
alternative, recommended by Planning CClTIll".ission and the
Architectural Review Board, :r-equired the garage plan to
incorportate a loop system to minimize dead-end aisles (5ho~~ on
sheet A6-2 on the approved plans). The second alternative,
recorrmended by staff ana prefe:r-red b)' the applicant, recommended
approval of a modified end aisle garage plan developed by the
applicant subsequent to the .Planning COfMlission and ARB hearings
(shown on sheet A6-2 on the approved plans). The alternate
condition further required the revised design to be modified to
increase turning radius at the end of the garage ramp. with this
modification to return to ARB for approval.
It is staff's understanding that the Council's intended action
was to approve the modified end aisle garage design as proposed
