RaDOn in Brief
This report requests that council approve two agreements with
Pacific Gas and Electric company (PG&E) in the amounts of
$23,494~ 00 for installation of IS fifth natural gas rece~vlnq
atation and $6,919.03 for installation of a high pressure natural
gas service line from the receiving station to the NGV fueling
station at the Municipal Service Center (HSC). Funds for these
aqreements will be taken from the FY 1993-94 Capital Improvement
Prograa Budget tor NGV conversions.
Background
The City presently has two NGVs and is in the process of
constructing a NGV fueling station at the MSC {CMR!388:9J). TWo
more vehicles are presently being converted to compressed natural
gas (CNG). During FY 1993-94 and FY 1994-95, the city will convert
approximately so vehicles each year to operdte on CNoG. A high
pressure natural gas supply is required for-the three stage
compressor in the new NGV fueling station. A high pressure PG&E
natural gas transmission line exists on East Bayshore Frontage Road
in front of the MSC. Utilizing the existing high pressure natural
qas line will reduce the gas compression costs for the eNG fueling
station. PG&E operates high pressure natural gas transmission
lines in their systEm and has the certified welders on staff to
weld high pressure natural gas lines.

a fifth natural gas receiving station and installation of a high
pressure natural gas line from the receivin9 station to the NGV

! Environmental A~5essment
The ARB has appro,~eQ the location and conf iquration of the natural
gas vehicle fueling station at the MSC. A negative declaration of
no significant environmental impact has :been prepared and is
attached to this rep':Jrt. The Fir-e Department issued a negative
declaration for the fuelinq station and no further environmental
review is necessary.

Staff recommends that Council:
1~ Approve the attached negative declaration~ and
2. Authorize the Hayor to execute an Agreement with PG&E in the
amount of $23,494.00 to install a fifth natural gas receiving
station at the HSC; and
3. Authorize the Mayor to execute an Agreement with PG&E in the
aJIlOunt of $6,919. OJ to install a high pressure natural gas
service line from the receiving station to the NGV fuelinq
station at the MSC.

The natural gas ~upplled by PG&E is obtained from variou~ oil and
gas fields in CaiffoTnia and from out of state. It ~y consist I

2. BILLING YDtUME (N)
Natural gas volumes for billing purposes shall be det~rmined by

3. HEATING VALUE (T)
The heating v.lue of natur.1 gas as supplied by PG&E will vary I

natural gas. SOle propane or other coapatible alternat1ve gas ~
be supplied or .ixed with the natural gas. The normal range of
heating value is from 750 to 1150 Btu per cubic foot of gas at
14.73 psi a and 60 degrees Fahrenheit (dry basis).

b. STANDARD DELI~ERY PRESSURE
Ga. will normally be delivered at PG&E's adopted standard
delivery pressure of se~en inc~es of water column. This
standard pressure supplied to domestic and commercial
custOMers shall not va~ more than fifty percent above or
below the adopted pressure. ~c variation in pressure from
the sta~dard pressure of t~o inches or more of water column
sMall occur in a time less than fifteen min~tes, er.cepting
momentary fl~~tuations on individual services caused by the
operations of customer's appliances or fluctuations caused
by reasonable regulator buildUps.
c. HIGHER-THAH-STANDARD DELIVERY PRESSURE
Upon request of the custa.er and at the option of PG&E. gas
will be delivered at a pressure higher than standard
delivery pressure where such higher pressure is available
fro. ~xistin9 facil;ties. PG&E~ however, retains the right
to decrease at any time the higher delivery pressure to a
delivery pressure not 1.s5 than the standard delivery
pressure.
5. APPLIANCE INSPECTION
PG&E will inspect and adjust as necessary its customers I gas
appl;ances in order to assure satisfactory pilot and/or burner
flame characteristics for safe and proper operation ~enever a
changed gas supply is not interchangeable with the previous gas
supply.
