Award of
This report recommends that COuncil award a contract to Chay &
Harris Painting Contractors, Inc. in t.he amou..'1t of $27~9S6, to
paint the exterior of the Multi-Purpose and Theatre Buildings at
Cubberley Community C<cnter. Funds have been appropriat~d in CIP
19018 -Cubberley Code, Roof and Facility Repairs.
Background
This is the firBt phase of the exterior paint project which will
extend throughout the CUbberley si te. The extertor pai::lt project
will proceed in a prioritized m~~erJ in accordance with the color
s-:.beme established and approved by the Recreation Division and
Public Harks Department. It is anticipated that the project will
be completed by October 30, 1993. This project has been
coordinated with the exterior signage project currently underway by
the Recreation Division. It is intended that these projects will
significantly upgrade the appearance and aesthetics of the
facility.
Discussion
A request for bids was iBsued to four contractors. Bids were
received from three qualified contra~tors, as shown on the attached
summary (Attachment A). Staff recommends that the bid of $27,956,
submitted by Chay & Ha::::-ris Painting Contractors, Inc.~ be
determined by Council to be the low~st responsible bid and that the
contract be awarded accordingly. This bid is 36 percent above the
engineel:·~s estimate of $20. DOD. The discx·epar..cy between actual
bids received and the engineer's es~imate is due to the difficulty
in estimating the cost relative to the detail and complexity of the
work. That complexity is due to the nature of the painting scheme
includi.ng detailed graphics as well as regular repainting of flat
surfaces. The actual cost is not out of line for this type of
project considering the above.

execute one or more change orders to th€ construction contract
with Chay &: Harris Painting Contractors, Inc., t.he total val ue
of which change orders shall not exceed $4,000.
