This report recommends renewal of that contract tor the period of october 1, 1993 through September 30, 1994 for an amount not to exceed $30,739. Bllcltgrouru:s In 1~75, the Police Department initiated an in-house social worker program for the purpose at counseling youths and their parents who encountered problems associated with truancy, lack of parenta.l control, child abuse~ neglect, or other pre-delinquent behavior4 Durinq the last year, the social worker has counseled families in crisis and has assisted in more than 100 suspected child abuse investigations. The counseling services provided by the cont~act are essential to the Department's youth service5 operation. program Specifics During the course of the contract, the ~ocial worker counsels a minimum of 60 youths and families. The_ social 'w'or);:er also assists police officers with child abuse and neglect investigatjons, serves as a resource for patr~l officers, and acts as a liaison with the Emergency Treatment Center, Family service Association. children's Health Council, and North county Protective Services. In the ag!:"eement with Santa Clara County, Palo Alto pa}"s approximately 32 per-cent of the program costs, while the County funds about 68 percent. As a condition of the agreement, tne City also provides office space, and telephone and mail service. The City's share for the 199J-94 agreement totals $30,739. RESPONS1.BIl.t:lTIES OF THE SOC.lAk. ~'ORKER 1. Counsel youths and parents. 2. Handle all Emergency Response cases of ~al0 Alto residents referred through the police department and/or the child abuse neglect center. J. Conduct assessments and develop service plans for children and their parents~ 4.. Accompany investigating officers to initial interviews in child abuse cases whenever possible~ 5. Work in Ci team relationship with investigating officers to p~ovide social services based assessment and intervention in the investigation within the time and other regulatory limits specified in Division 30 132 of the social services requlations. 6. Maintain open lines of conrrnunications with all divisions of the police department. 7. Provide resources and referrals to ~chools and the cOJll1nunity regarding adolescent services. 8.. Develop and locate community resources for field officers. 9. Assist youth services officers in the investigation of child abuse and neglect cases. o Exhibit MAli Page Two 10. Conduct training sessions for personnel of the police department covering, at a minimum, the follo~ing 5ubjects~ a. recognizing signs of child abuse and neglect: b. basic principles of arier counseling of children and families; c. community resources servicing fawilies and childrenj d. the Child Abuse Reporting Law. Such training will be prov] ded upon request of the police department as a result of mutual agreement betveen appropriate police department personnel and the social worker as inforJr,ation and training needs emerge. 11. Participate in reqular meetings ~ith youth services officers, school resource office~s, sexual assault investigator~ probation of£icers, school officials and athers~ 12. Keep the coordinator and/or the supervisor Investigative Services Division apprised of work adjusting work hours vhen necessary to permit required outside of regular work hours~ of the schedule, activity 13. Maintain written case files in full compliance 'With state regulations regarding security of such records and confidentiality of their contents (see Appendix B)~ 14 ~ Provide monthly reports to the supervisor of Investiqative Services Division and the Department of Social Services that include llurobers of new referrals, caselaad information, and a brief narrative of activities. 15. Provide case l1l.;.nagernent services to children and familie5 awaiting dependent investig~tion or the development of voluntary service agr3ements in accordance with Division 30 - 170 Department of social services Regulations~ RESPONSIBILITIES. OF' TII~In'-: 1. Provide office space, telephone and ans~erinq service, ~ail service and basic office equipment for the use of the social 'Worker~ 2. Designate a staff person or person to provide on-site support for the social worker and to act as a liaison between the police department and the Department of Social Services. Accept Oepartment of Social Services policies regarding sick leave, vacation. and after-hours work. 6. Allow scci~l worker to participate in ~eekly conferences and periodic unit meetings and training as directed by the Emergency Response. Program supervisor at the Department of social services, such participation to occur during regular working hours on a scheduled basis. 7. Establish a screening panel to select a Social worker from candidates propos€d by ths Department of Social Services to fill the position at the police department. Develop procedures for referring children and families who are residents of Palo Alto to the assigned socia~ ~orker. 2. Develop procedures for providing case outcome and evaluation data to both agencies and to manda't.ed referral s.ources, while ensurinq conridentiality of families s~rved. 3. Enable the assigned social Yorker to establish and maintain written records, in accordance with current state Child Welfare Services requ] ations, as contained in Division )0, California Department of Social Services standards Manual. 4. Develop methods and criteria for evaluation of the emplo~'ment of the social worker at the police department. 5~ Develop procedures to assure responsibilities for cross reporting as required by law are met. EXHIBIT "B" AMOUNT AND METHOD_OF COMPENSATION EY CITY TO CONTP~CTOR For the full performance of the ser-vices described her-ein by CONTRACTOR, City shall pay CONTRACTOR a total sum not to exceed thirty tnousand seven hundred thirty-nine dollars ($30,739), payable quarterly lJ.pon submission by CONTRACTOR of its itemized billings in triplicate.
