As a part of the Cable Fl-,lnchlse issued in r1a:r.'ch 1986. the City Council
designated r·IPAC as the Comnunity Acces~ organi"lation to assist the joint
pow~rs in bringing com;mtnity program.'ning to the service at-ea_ Counci 1
~:embers wished to invest in Ule development of r1PAC while m_3iintaining a
distance from specific progl'arn content, The Council established a rate
of payn,ent fo:r." MPAC services to the City 'Klricll would ensure a margin of
operat.ional support. In Sopterrber 1989. MPAC began cablecastin9 the
City of Palo Alto COtlncil and Council Con.,'lli ttee meetings; in December
1989, they added the City of Palo Alto Planning Commission meetings; in
August 19.91, the City of Palo "lt~ Ut.ility Advisory Corr.roission meetings;
a.ld in August 1992 1 the City of ~illo Alto Architectural Review Board
meetings. In December 1992, Council directed staff to add the HistQric
Resources Board and Human Relations corrmission meetings to the schedule
of meetings to be cablecast. Stiltf is reco."'T'inending the same level cf
cablecasting as PY '1993-94 .
