The purpose of this report is to l"ecOru:tend Counci 1 approva 1 ot a
budget amendment for the expenditure of Public Library rund "IDonies

Since fiscal year 198.3/04, the Public Library Fund, authori~ed ·by
state law and supported annually through the GoVernor's bud9ct, has
be.n distributed to public libraries in CalifornIa. ElIgibility to

maintenance or increase of local support compared to tho previous
fiscal yea~. This fiscal year only, because of the dra~atlc loss

A formula based on population and tinancial support per capita
determines the amount of funding each jurisdiction receives. The
funds may not be used for building construction.

The library applied for, and has received, funding from the public
Library Fund in the amount of $19,694. Staff proposes the
followlnq ~){penctitures: $1800 for the purchase of library
materials, $8300 for replacement furniture and equipment, and $9594
for a variety of services including assistance with con~ract
negotiations, staff training, furniture maintenance and PC
programming. Staff has. planned for these expenditures to support
ongoing operations and has not budgeted for thasa items.

RECOMMENDATION
Staff recommends Council approval of the attached Bud9ct Amend~ont
Ordinance to roflect the l"ecaipt and appropriation of Public
Library Funds 111 the amQunt of $19,694.

ORDINANCE NO.
ORDINANCE OF THE COUNCIL OF THE CIT~ OF PALO ALTO
AMENDING THE BUDGEr FOR TilE FISCAL YEAR 1993-94
TO PROVIDE AN ADDITIONAL APPROPRIATION FOR
THE LIBRARY DIVISION OF THE COMMilllITY SERVICES DEPARTMENT
III RECOGNITION OF RECEIPT OF FUNDS
PROM THE PUBLIC LIBRARY FUND OF TilE STATE LIBRARY
~EREAS, pursuant to the prOVisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the council on June
21, 1993 did adopt a budgat for fiscal year 1993-94; and
WHEREAS, the State's public Library Fund distributes funding
through the State Library to be used by local jurisdictions for any
library-related purpose except building constructionj and
~mEREASJ the City's Library Division of the Community services
Department applied for and received a grant from the State
Library's 199)-94 Public Library Fund to be used for the purchase
of liurary materials, equipment, and consultant ser.vices.
NOW I THEREfORE I the Council of the City of Palo Alto does
ORDArN as follows:
~. Grant Revenue is increased by the sum of Hineteen
'l'housand Six Hundred Ninety Four Dollars ($19,694) in the Librar.y
Division for receipt of Public Library funds .
.§.RQI'ImLl.. The sum of NJ.neteen Thousand Six Hundred Ninety
Four Dollars ($19,694) is hereby appropriated to the Library
Division in the following accounts:
a. Contract Services, Nine Thousand Five Hundred and Ninety
Four Dollars ($9,594);
b~ Supplies and Materials, One Thousand Eight Hundred Dollars
($1,800);
c. Facilities and Equjpment Purchases, Eight Thousand Three
Hundred Dollars ($8 /300,
SEC'I'I'ON 3. This transaction will have no impact on Reserves.
SEC'rION-i. As 6p~cified in section 2.28.080 (a) of the Palo
Al to Municipal Code , a tWo-thirds vote of the City Council is
required to adopt this ordinence.
~ECTlorl 5. The Council of the city of Palo Alto hereby finds
that the enactment of this ordinance is not a project under the
