On August 9~ -199)~ the City Council authorized the City's joint participation with Stanfol'd Univel.-oity in a f:easibility study of the "Dream Team" Charette results, descrlb~d in the r-eport titled "Dreams to Visions: l\ Summary of the Stanford/palo Alto Interface Urban Desi9n Charette. 'lOne of the Charette' B four professional advioors, Peter Walker of Peter ,",'alker, Will iam Johnson and Partners, was retained to conduct the feasibilit}' 8tlldy which focussed on one of the central conclusions fron\ the charette: the new civic Town Gt"een and round-about entry>l,'ay to Downtown Palo Alto and Stanfor.d UniVeYBity. f I I , ~ , CD o PE'.ter Walker retained aubconsultants in trangportation and civil engineering, as well as a railroad specialisl;., to simultaneously explore the feasibility of the Charette' f> conceptu<ll solut ion. Total design and implementat.ion fees are approximated to add 20 ·percent to these construction estimates. ANALYSIS After receiving an enthusiastic endot-sement of the revil:ed sclleme from t.he Advioory Committee ~ City and Stanford staff furth(':l" pursued the prospect.s for public and pl-"ivate funding of the plan. The following preliminary discoveries were ascertained. Public Financing Staff from the City and St~nfor(j held a meeting with several tl:.'ansportation agencies on March 18, 1994, and a previous interview with the Joint Powers Board (JPB> and Public WorKS Director on March 15. 1994, to "brainatol:1'l1 n on public financing possibUitie"",. It was discovered thaL there are multiple possibilities for construction financing. but many or: these SQUl-CeS ace in flux within a dynamic political environment. Construction financing for this project seems promising because it in an import~nt regional transit hub, and the IIDream Team n solution is very consistent with recent State and national trends in transportation and infrastruc­ ture financing, Palo Alto~s station is on a rail corrldot:' of Caltrain and at the linkage between two county bus s,"Istems. It is supported by a local shuttle system and ar, extensive bicycle system in both Palo Alto and Stanford .. a8 well as being located adjacent to one of the most pedestrian-oriented and vital main streets in the Bay Area. The JPB consid~rs it to be the most ill'1pOl"tant. station between San Jose and San Francisco. and their hopes for the CMR~24'J:94 .('" 4/20/94 Page 2 \ ·station -are further reinforced by the transit-oriented planning currently in progress by the City .tn the Comprehensive Plan Update, Stanford Univer.eity in theil' Sand Hill Corridol" planning l and the Palo Alto Medical Foundation (PAMF) in their entitlement submittal. Staff was unable to identify sources for fundit'Lg the schematic design phase of the project, which is one of the next major steps in achieving public or public/private funding. Financing r especially for the construction of this project, would likely come from a variety of sources, with incremental implementation. It would be moet appropriate for staff to systematically evaluate potential funding, for both the schematic design work and fUl"thel" design/construction activities, with the assistance of a transpor­ tation .tinancing specialist. Staff has contacted the firm of D. J. Smith and William Kempton of SaCl"amento, who specialize in advising and acquiring transportation funding foX' public agencies. Mr. Kempton estimates that for $5,000 1 funding sources can be investigated and a \oro'ork program and cost proposal prepared for seeking a package of public funds fOl" both design and construction, including all. estimate of the time and money necessary for preparing applications and grants for doing 60, Staft recommends that thi$ investment be made by the City at this time, It is worth noting that several of the Dream Team concepts al'e already being achieved. The private redevelopment plans submitted by the Palo Alto ~'edical Founda.tion show the Urban Lane connection to Town and Country Village. Staff is currently exploring, on a preliminary basis. the design of the Urban Lane road extenaion from the University Circle interchange to the PAMl<' property. to be further investigated through the EIR process fOl: the PA....,F entitle­ ment application, Stanford University has funcled a capital improvement program for the design and reconstruction of Palm Drive in 1994. \~hich will mo:x:e safely and attractively accommodate pedestrians and bicyclists to the transit station. The Oream Team circulation schemes have repeatedly been raised by public members, as a preferred option during their discussions with Stanford University in the Sand Hill Corridor Community Outreach efforts. 'rhe concept of forming interagency pal"tn'crships to €xtend and promote the Stanford "Marguerite U shut.tle to various destinations in the area has frequently been raised in both Stanford and CPAC planning sessions. hoi vate Financing In parallel with a review of the current public financing arena, an analysis of the area's pl"OSpects for private financing was investigated. This effort involved interviews with local real estate experts, as well as consultation by Stanford planning staff with the Senior Part.ner ,in charge of the San Francisco office of Hines Interests I.:imited. The consultation with Hines Interests J ... imiced had been done at the time of the original Chilrette, regarding the prospects for real estate development in a period of 4/28/94 Page 3 /,' \ \i "....1.· .... . In sUqlmary, the consensus is. that the area is a pL"ime candidate for a public/private venture, in which the public agency (Palo Alto) brings its regulatory authori­ ty, funding access, and its land CAlma Street side) forward in a proactive fashion. in order to encourage private investment (Stanford and/or third ,pa~;ty) in a portion of the infrastructure, as well as the agreed development upon land parcels. This could follow only after the CPAC review process and adoption of the new Comprehensive Plan and its EIR. /!lli;Q,'lMENDllTION Staff recommends that the City Council endorse the Dream Team Phaee I I concept thl'ough the following actions: 1. Adopt the attached Budget Amendment Ordinance (BAO) and direct staff to secure the se:t"vices of a transportation financing specialist for a coat not to exceed S5~OOO.OO, to assess fully the potential fox: public financing of both the schematic design packages and subsequent design/ construction of thE'. project; and to provide a \<"ork program for attaining these funds; :2. Refer the plan to the CPAC for consideration in their Trans­ portation Workshop on May 15, in the Phase II policy and program recommendations, Urban Design Draft 81cment~ and Business and Economic nt"ait Element, and for later inclusion in the Phase II! work developing a new Comprehensive plan. A ht."oad-based consideration of this plan is included in the current Scope of Services of Peter Calthorpe Associates and Jim Musbach, Economist; 3. Commend the Advisory Committee for their efforts in critically evaluating and steering the Phase II Feasibility Study. and ask the Co-Chairs to continue in an advisory capacity during the transportation financing study; and 4. Request planning in terms Stanford University to continue data to support an eventual public of positive multi-modal ridership its pursuit of financing request impacts. Last March the City and Stanford University sponsored a Charette to explore ideas for the University Avenue interface of the two enlities with each other and with the Ioint Powers Board (lPB), as well as transit agencies for Santa Clara and San M'leo Counties, Major themes thot emerged from the Charette were: (I) the possibility of depressing the railroad tracks; (2) uniting Palm Drive and University Avenue with a surface fevel "Town GfCP..n"; (3) creating a new circulation network; (4) rccogniz'ulg CO\ltraln as a major regional asset and the station as a major wnununily .sset; (5) reC<Jgnizing San FrallCisquito Cr",k as a major regio",,1 asset; (6) the need to "damp down" the speed and c.hange the character of traffic on EI Camino Real between the Creek a,,<1 Embarcadero to make the interface between Stanford Shopping Center and Downtown more pedestrian friendly; (7) to close off Alma at the railroad tracks to unite EI Palo Alto Park, Hopkins Park and EI Camino Park; (8) 10 provide circulation 10 a variety of existing and potential uses around the transit station, the new PAMF site, the Holiday IIUl, and Town & Country Village to improve their economic vitalityj and (9) to improve bicycle & pedestrian access ill. and among Stanford University, Downtown, and the Projcet Area and its perimeter.
