This report recommends that. Council award a three--year renewable
contract (Attachment B) ~ in an amount not to exceed $475,000 per
year ~ to Arbor Tree Surgery for trimming tr-:e.s near electrical
lines. Funds have been appropriated in the Public works Department
Operations Division FY 1993-94 operating budget for year one of the
contract. Funding for subsequent yeaz's is contingent uPO:1 Council
approval of the budgets for each year.
Background
The trimming of trees near elec.trical lines in front and rear
easements is performed year-round to prevent int~rruption of power.
Services are contracted in two ways: first, unit line clearing
services (based on price per tree' in areas of the City identified
by City staff. and hourly services (price per crew hour) for front
line clearing; and second, unscheduled or emergency line clearing
services. Combining these two types of labor provides efficiency
and flexibility of service to the City. Between 2,080 to 8.320
crew hours per year may be contracted. depending on the price bid
for unit trimming.
Piscussion
This contract wa.'i bid for a total of six years, in two t_hree-year
incrementa, which is advantageous to the City. Staff has found
that ccntractors bid lower prices when they are able to amortize
major equipment over a m~lti-yea~ period. In addition. efficiency
and quality of work increase when the contractor's employees are
hired for longer periods of time and become familiar with the areas
and tasks~
The lowest responsible bidder for this work i 9 determined by
combining the total unit price bid per contract year and the hourly
crew rate bid, times 6, 000 crew hours per contract year. The
actual crew hours will vary each year, depending on the amount hid
for unit price trimming and unschedL ~ ed or emergency trimming
required.

six potential bidders were contacted for this contract. Bids were
received from three qualified contractors as shown on the attached
summary (Attachment A). Staff recommends that the Arbor Tree
Surgery bid of $1.944~OS6.52 for the unie price line clearing and
$1,696,620.00 for hourly line clearing (based on 6,D00 houro) for
a total of $3,640,676.52 for six years be determined by Council to
be the lowest responsible bid, and that the contra~t be awarded
accordingly. The contract will not exceed $475. 000 per year
(hourly work would be red\tced to stay within the budgeted amount) .
~mmendatiQn
Staff recommends that Council approve and authorize the Mayor to
execute the attached three-year contract, in an amount not 0:0
exceed $475,000 per year, to Arbor Tree S'_l.l:gery for electrical line
clearing. Execution of years two and three of the contract is
contingent upon Council approval of the budgets for each year_
