IIAC RGROUND As part of the 1993-94 Capital Inprovernent Progran, Counci 1 approved installation of traffic signals Oil East I·:eadow Drive at Waverley street, and on Embarcadero Road. Mi<idle School . .All four approachos of the intersection are controUod by stop signs. The proposed signal would replace the existing stop signs. CHR:242:94 Q o Installation of this signal was recommended in the Meadow/ Chariest.on school Corridor Safety study. The conditions at this 'intersection meet two of the Caltrans warrants for school area traffic signals and ~W'Ould facilitate students crossing ~leadow, as well as improve traffic flow. ~barcadero Road Eas_L.Q!~(}_l_QJ~tLi.gh SchoolLT.PkUL_&_G,QlIJ.l.tXY Driveways. Installation of a traffic signal on Embat"cadero Road to facilitate Palo Alto High school stud~nts crossing Embarcadero has been the subject of discussion for many years. At one time a -full traffic signa,l (similar to other signals) was proposed on Embarcadero at the driveways of Palo A.lto High and Town and Country, and was included in the CIP. Since such ~n insteallation would have many drawbacks, staff recol11mencted that the signal not bo installedi and the Council concurred with staff's recommend"tion. More recently, while ~'orking on the Embarcadero Road Pedestrianl Bike Bridge and Bike Path Extension Project, the concept of a mid­ block pedestrian activated traffic signal (sh,ilal" to the pedes­ trian signal in Nidtown) on Embarcadero east of the Palo Alto High/Town and country drive ..... ays was developed. This signal alld its location were discussed with the prlilcipal and repl:esentat.ives of the student P.r-,dy of Palo Alto High School, the City/School J~iaison committee, City/school Traffic Safety Conlmittee, and Mr. Ron Hilson of the Town and Country Shopping Center. I-Jhi Ie ""'r. Wilson has reservations about students using this eignal and believes that students should uge the existing signali?ed intel"Section of 1:.l'nbarcadero and EI Camino, disc\lssions with the others indicated a strong support for installation of the signal. Subsequently, staff included installation of a mid-block pedestrian activated tr<'lffilJ signal in thf!-1993-94 CIP, which was approved by Council. The work includes: (a) inBtallation of a demand responsive two-phase signal; "(b) pedestrian heads \"lith buttons and crosswalks on all four legs of the intersection; (c) bicycle sensitive loops; (d) ramps conforming to ADA standards; and (e) related pavement mal"king and signs. The traffic signal plans have been l'eviel<1cd and approved by the interested parties, including the respective schools, residents with homes adjacl9nt to Meadow and \-laverley, Palo Al to Bicycle Advisory Committee and val"ious City departments. Subject to council approval, work will bsgin on June 15, 1994 and will be completed by August 31, 1994. AGREEMENTS BETWEEN PAVSn AND THE CIT~ OP PALO ALTO In order for this project to proceed, two agreements bett-leen Palo Alto Unified School District and the City are required. The proposed agreements (Attachments 2 and 3) establish the responsi­ bilities and duties of both parties. The. City agrees to design and construct the projects and maintain the traffic signals at no cost to the District. The District agrees to permit the city right of entry to construct the. project on District property, and to maintain all incidental ""0rK constructed as part of the project, except for the traffic signals. BID DISCUSSION sids for the project were advertised Oil Mar.ch 22 I 1994. A total of 27 bids were mailed and/or picked up by prospective bidders, and 13 bids were mailed to bidders' exchanges. Bids were received from fOUl" contractors as shown on the attached Bid Summary Sheet (Attachment 6). Staff recommends that the bid of $118,200 1 submitted by st. Francis Electric be determined by the city to be the lowest responsible bid, and that the contract be awarded accordinqly. The bid is 16 percent below the engineerls estimate of $140,000. FUNDING .f1.mdinq tor this project is included in the Electric 'Uti lity portion of the F'f 1993-94 Capital Improvement Program (el?). A total of $180,000 is available tor these two traffic signals, which is SUfficient to covel' the cost of this project and possible change orders. ENVIRONMENTAL ASSESSMENT This proj.ect is categorically exempt as defined by the California Environmental Quality Act (CEQA) and no further environmental assessment is necessary.
