City Council approved implementation of security 1lI'iJ88Ur6fl at 0 and
Webster/Cowper qarages at its ~eeting of January 24, 1994 •. This
report rocommonds approval of a Blldget Amendlllont Ordinance in th~
amount Qf $9,600, that would cover costs for 8em~rit.y personnel tor
the remainder of this fiscal year. Pormit P~rkinq Revenue Funds
will be used for this purpose,

As part of the Council-directed evaluation of the security noeds
at Q and Webster/Cowper garaqas, staff recolUblended, !and Council
approved, implementation of a security guard concept. ThiB wo~ld
entail the hiring of a seourity guard, who woUld patrol botn
garages between the hours of 5:00 8.m. and 10:00 p.m., five days 6
week. The security quard would ba charged with patrolling all
levels of the parkin\} stt'uctures in checks for sLlspicioUB persons,
vehicles, skateboarders, transients, etc.

agreement'already in force' with' the company that provides s6curily
at the City's MUnicipal Services center. Upon closer review of
tho.t oontraot, however, staff detElrmined it W~6 outside the
original scope of responsibilities. As a result, staft int6nds to
anter into a short-form agreement for the months of Hay and Juno.
The scope of work associated with tIle Jltobile patrol of the parking
garages will be included as part of the normal request-for-proposal
process for security services at the Municipal Services Center for
next fiscal year.
Funds for that agreement are. needed to cover associated costs for
the remaining two months of this year. Permit Parkinq Rovenue
FUnds will be used to cover these costs that total $9,600.

ORDINANCE OF THE comlCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1993-94
TO PROVIDE AN ADDITIONAL APPROPRIATION FOR
DOWNTOWN PARKING GARAGE SECURITY

WHEREAS, pursuant to the provisions of soction 12 of Article
III 'ot the Chart.er of the City of Palo.Alto, the Council on June
21, 1993: did adopt a budget for fiscal year 1993-94; and
WlI&RRAS, thel:e is a n~ed to deter vandalism and auto
burglaries at Lot Q and the Webster/Cowper garage;
NOW, THEREFORE, tho Council of the City of Palo Alto does
ORDAIN as follows:

(S9,600) 1s hereby appropriated to Contra,ct Services in the: Traffic
Enforcement Program of the Police Department.
SECTION 2. The University Avenue Parking District Fund equity
is cO:l'respondingly reduced, and Operating Transfers to the General
Flmct is hereby increased.
a..CTION 3. This transact.ion will decrease University Avenue
Permit Fund reserve fr9m $963,965 to $954 /365 as of March 31, 1994.

SECTION 4. The Co\mcil of the City of Palo Alto hereby finds
