On NoveJl1ber 20 1 1989, Council directed the Police Department to
prepare quarterly reports that sUlIUnarizc citiz.ens' complaints.
This is an informational report of all citizens' complaints
received lind illvestigated hy t:he Pa.lo Alto Police Department du:cinq
the first quarter of 1994. No Council action is requir6d.

The. following report is II summary of all citizens' complaints
receive.d and investigdted by the Palo Alto Police [)epartment durinq
tho first calendar qua~ter of 1994.
A total of 13 complaint" were received during this per.iod (January
-.March 1994)~ Ten invQstiqations have been concluded (two of
which are from the previous calendar year).
As a Datter of routine, staff attempts to identify other associated
issues that may.not have been included in the initial co~plaint.
Official correotivl!!: action (discipline, admonishment, training,
policy review) occurred in all situations where a complaint was
deemed sustained. A complaint is IIsustained" when an invf)stigation
disQloses sUfficient evidence to clearly prove the allegations
mads. Absent such evidence, a complaint may be deemed "not
Bustained."" oth.er categories of di6lposit.ion include: tlunfounded, PI
when it can be demonstratod that the alleqed actions did not occur;
and "exonerated, ~ when the acts WBre consistent with department
policies and procedures.
