Report in Brief
This status report on the Civic Center Bl<:i.ldo\lt Pl"Ojcct pl"eSents
information on steps being taken by staff to Infortn City lIa11
meeting participants and the public of the COllstl:-uct ion and
associated noise impact.
On Novembel' 22~ 1993. Council awarded a construction cont:"-'lct to
LPG Builders, Inc. for the buildout of the Civic Center eigllth
floor and a portion of the mezzanine floor. The scope of wotk
includes building out \,inused office space on the rr:ezzilnine And
eighth floor levels, to create 4,700 square feet of additIonal
office space and restrooms, APPl.'oximately 2.300 square feet of new
floor space will be created on the mezzanine including t",'o
restrooms. an elevator lobby and three separate office areas
directly above the existing Purchasing, Revenue Collect.ion and
Human Resources areas,
Approximately 2,400 squal-e feet of Ilew floor space will be created
on the eighth floor including two new restrooms, an elevator lobby.

tower. In addition to electrical, mechanical, plumbing and
communication systems improvements, the 20 year old cooling tower
is being replaced. Upon completion of the buildout, project staEf

installation of furniture and furnishings.
Discus,sion
CUrrently, 20 percent of the work has been completed inclu.ding
demolition of the existing eighth floor intcriot' walls~ placement.

and installation of a new cooling tower. Remaining work on the
mezzanine floor includes construction of a ne· .... concrete slab and

ceiling, windows and mechanical, electrical and plumbing systems.

The contracto.r has been placed on a restricted work sch0.dule to
minimize' the impact of construction on building occupants during
the work day, neighborhood residents after 10:00 p.m. and meetings
the building during the early evening. This restricted schedule
has proved limiting to the contractor and has resulted in slowing
the progress of the ... ,ork and is at risk of delaying the project
completion.
In ai"del' to complete t.he project on a timetable which will allow
occupancy during November. staff is permitting the contractor to
perform some of the less noisy work during the day and on all
evenings except Monday. Notwithstanding these schedule changes,
the City noise ordintmce will continue to be enforced. l'I.$ a
result, staff is requesting those attending evening meetings (on
non-Council dates only) and City employees working during the
daytime in the building to be a~ ... are of the :reason for occasional
noise disturbances made by the contractor St.aff recognizes the
need to minimize such disruptions to the greatest extent feasible
consistent with project schedule needs and appreciates the
understanding and tolerance of those who ar~ affect.cd by the
constl.'uction activities.
Staff will continue to' keep the occupants of the building informed
of the construction by electronic mail t weekly flyers posted .in the
elevator lobbies and three -informational pedestal signs placed in
the first floor lobby, Council conference room and Council
Chambers.
