Proposed IncreasQ in Traffic Signal Rates

This report recommends Council approval of the attached resolution
to revise electric Rate Schedule E-6~ in which traffic signal rates
are increased 38 percent, effective July 1, 1994.
The Traffic Signal System in the City of Palo Alto is owned,
operated and maintained by the Utilities Department fol' the City.
Staff recommends a 38 percent increase in traffic signal
maintenance rates for FY 1994-95, which represents a $105,000
increase in the Electric Fund revenue. These increased charges to
the General Fund are includeq in the proposed 1994-95 budget.
During the lo"! 1993 -94 budget process, staff reviewed traffic signal
actual revenue and expenses for FY 1991-92. 'I'hi s review revealed
a revenue: shortfall of $329,000. Since the City's policy is to
charge customers a rate based on the cost of service, a 165 percent
rate increase was indicated to eliminate this economic shortfall.
HONever, to avoid the negative impact of such a large rate
increase, staff recommended that traffic signal chargea be
increased 38 percent annually over a three year cycle. The City
Council approved staff's proposal, and the initial 38 percent rate

increase became effective July 1, 1993 (CMR:265:93).
This report represents the second 38 percent rate i~creaae. The
act~~l percentage rate adjustment in FY 1995-96 may differ due to
changes in the number of ti."affic signal components or in the actual
coat of service.
Staff recommends that Council adopt

The Council of the City of Palo Alto does hereby RBSOLVB as
follow" :
£~~lL~. Pursuant to Section 12.20.010 of the Palo Alto
Municipal Code, Schedule E~G (Unmetered B'lectric Service) of the
Palo Alto Utilities Rate3 and Charges i8 hereby amended to read in
accordance 'With Sheet B~6-2, attached hereto c:;nd incorporated
herein. The foregoing Utility, Rate Schedule, as amended, shall
becorn~ effective July· 1, 1994 .
