Thiil report requests Council to execute, the attached ag:ceement with
Lawson Softh'cl1:e in the amount of $110. OOO~OO for the purchase of a
payroll/HWMn Resources :90ftw31.'e system. Funda: are available in the
paYl"oll Pel::aol1oo1 Syst-em Capital Improvement program (19012) and
rnfox.llL'ttion R~sourCC9 Operating budget.
In 1985 Council approved a capital irrvrovement project to acquire a new
financial software s),steln, 1\. lateL" phailc of the proj ect was the
implementatioll of a fully integrated Pa,Yl"oll/Human Resources aoftware
system.
In January 1991, COUllcil appt"Qved the mon~.eB for a contract programnlE.'r
to w ... ;"intain the existin9 system during the solection and implementation
of the new software. This money has bean carried forward in the
Information Resource" Operating budget.
In April 1991, the project. co:rtroittee rev.lewed current procedures and
reporting requirements for-Payroll and Human Resources. This :t:eview
included questionnaires to department ti~xeeper8 and intervlewB with
Human ReBOlJrces staff rega~d1ng pre,sent and future information
requirements. The analysis provided a definition of each fUnctional area
and was used for the structure and clos_ign of the requirement.s definition
section of the request for propoaal (RPP)_
The RFP was tssued in September 1991 to twenty· one vendol'B, Soven
propoeals 'Were received and evaluat.ed by the project conrnittee. Four
vendors were chosen to continue in the evaluation process. The vendors
agreed to demonstrate the, software on the City's HP3000. Aft.er the
demonst.rations with the four vQndors, a single vendor was selected for
fitlal evaluation.
In July 1992, the project cOIrI:1)itte(>. had the opport.unity t.o vialt a
client who was not used as a re-ference. The client had been 1n the

procees of implementing th~ software for over a year and wa.s still
having considerable difficulti ••.
The concerns raised after the visit lett the project conl'l1itte~ 'With
several alternatives:
o Resolve implementation issues
o Reissue the RPP fOl' open systems platfolm
o Reevaluate the remaining three vendors
Reevaluating the remaining three vendol."s lias the alternative selected.
One vendor was eliminated from consideratioll due to financial problema:.
The project conmittee conducted site viaittl for. the two re,'l'lad.nin9
vendors. Both sites demcnstrated very' limited software C':apabilitieB.6,nd
both had done extensive cUBtomization of the-software.
At this point, the City was cleaL'ly moving to"'<J.t'd open syatem.9 in thO'
UNIX environment. The Utility Billing system ~aa going to he developed
on an HP9000 using UNIX-baaed Oracle ~s the relational d.'ltabasll.
Considering the deficiencies in the older systE.'rr.s tl!chnology and the ne-w
requirements of the payroll system to accoc't.'1Odate the fOl"thco:ning
Mission Driven Budget process, a revised RFP WAS issued in June 1993.
Six vendors provided responseB to the: RPP. Four vendol."s "H~I'e aoked to
demonstrate their products. After tho demonstt'atfon, ono vandol" "'"an
elinlinated due to hardware and coat restraints.
Three vendors were evaluated: Sltech, SCT, an.:) Lawaon._ The evaluation
proceos included an evaluation of the vendors' reeponees to the RFP , the
software design/technology, flexibility for complying with state and
federal reporting requirentents, City ordinances, unLQa tontracts, and
benefit administratioll. A decision matrix WdiS developed to diffenmtiatc
the qualifications of each vendor. The rankLn~,uBed ranged frorn 1 (thB
highest score) to 3 (the lowest Bcore~. The matrix. incorpot:ated the RFP
criteria with additional a-lements that included support. of MiB8ion~
Driven Budgeting. (See attaclunent Al

Manager, has completed the evaluation and recoovnend Lawson aoft."~re.
Lawson was judged to have the best (16).
Lawson has been in business for 18 years, with over 1aoO installed
sites. The corporate office is in Minneapolis. There io a regional
office in Irvine. The Payroll/Human Resource software utilizes the
latest technology to offer users the flexlbHity alld funct iona.llty
needed to meet the current and future requirements of the City.

Additionally, Bitech'8 interface has just compieted beta testing and
is not DO. mature a pt:oduct. as those from the other firms.

bid wins· scenario. There is too fflUch at otake in this decioion to
limit it to coot considerations only.
Bitech, at a cost of $98,900. Is thQ leaAt expensive. v..,waon's
package would cost sornewh~ro between $11Q,OOO and $195,700 depending
upon the number of system users. It is moat likely th~t the eventual

to one hardware vendor as we look to\riard t.he future of computer
system and technology developments. Given the reldvant uncertainty
in this area, it is important that the system selected be
tratisportable to as wide a range of hardware -options as possible.
Lawson's open systems deSign provideD the greatest i:ange of
alternatives fo), future hat"dware choices. SeT I while not. as open in

critical to it.s aubaequent acceptance and use by City staft. POl'
that reason the system selected should rlot just be easy to use but
should be a comprehensive, profeSSionally sophist lcated one that
meets the current and future needs of a ataff that ~ould have access
to an entirely new resource.
In this area ~wson and sc~ were clearly superior to 8itech. 80th
&ystema, not only met the vast majo~ity of the bid specification
est:'.ablished by Btaff~ but also exhibited excellellt design
capabilities particularly in forward-thinking aspecta of Hum.::m
Resources systems.
The ability for the Payroll/Human ResourceH sretem to interrace ,d.th
the City' E! IFAS Financial System is an importallt consideration. It
is essential that the two systems are fully integrated with each
other and that there are no technical deficiencies .... hich could cause
operational problems. This is particularly cnlcial in ~nBuring the
success of MDB irrlplementation.
Presently, IPAS is running on the HP3000 system. Xn order to
integrate any of the proposed PayrolljHUf('.a.n Resources Systenl with
IFAS currently, a similar conversion process ..... ould be utilized ,tor
all thref:!. Once IPM ie transported to the HP9000 system, Bitech
would require less conversion eff.ort than either Lawson or SeT. It
is important to understand that the interface developed 'With Law-son
or SCT would fully integrate these software packages with IFAS and
provide for the implementation of MDB.
J. Long-Term Viability of y~
It is important that the vendor selected have a substantial customer
base and sufficient financial l.'esources to support their existing
customs and undertak_e research which provides new products and
versions of their software incorpol'ating developing technologies.
The vendor should be diversified in ita business approach , be large
enough to withstand significant economic downturns and ~lnploy
Bufficient resources to insure staff depth, flexibility and
continuity.
Lawson, a privately-held company employing Over 1,200 staft

worldwid~ and was founded 25 years ago. SCT markets itB products to
government clients.

The ability for non-technical City staff to produce reports is an
element of the system that will maximize its usefulness particularly
as a management tool.
All three vendors offel: report writing prod1lctB that. provide varying
levels of capability. S(''T's product was th.e most highly developed
with Lawson and Bitech Glightly leas advanced. Of the report writers
presented at the demonstrations, Lawson's graphical interface was the
easiest to use.
