~ommendation to Extend DoWntown Two-HQur parting for 180 Pays

Report in Brief
In March 1993, the city Council er!acted a resolution e.Kte.nding the
two-hour parkinq time limits in the downtown are3 that had been put
in place over the previous holiday season for an adoitional 120 day
period. That period expired on July 20, 1993. As a result of the
Council assiqnment qiven to staff in July 1992, extensive work ha_s
been done in the development of a comprehensive approach to the
downtown parking situation. Many of the ideas and. concepts require
in-depth discussicm and additional community input. Staff has
therefore recommended ~hat those issues be referred to the
appropriate Council subcommittees. Staff recommends an additional
180 d,sy extension of two-hour par-kinq in the downto\r/Jl area. <.1'his
additional time will allow for the discussions to take place at the
committee level~

After receiving a Council assignment in July 1992 regarding
downtown parking, staff began a thorough process of assessing
numerous factors associated with ~~e situation~ ~~inq L~e 1992
holiday season, under the provision in the Palo Alto Municipal Code
that gives the City Manage"c authority to designate parking tilJle
lizits for a period not to exceed 120 days, t.he time limits in the
downtown area were converted to two hours.
On March 22, 1993, council enacted a resolution ~hich authorized an
auditional 120-day exten5ion of two-hour parking time limits in
order to allow staff more time to continue worJcing with the
downtown business community and the Chamber of Commerce in the
deve.lopment of a sleeper parking ordinance proposal and on the
cost/revenue analysis. That 120-day extension expired on
July 20, 1993.
As indicated in CKR:.21:93~ staff has continued diligently workinq
on & coaprehensive approach to the downtown par-king dilema. The
resultinq recommendations and ideas are co~plex and require
considerable discussion and additional public input. Staff has

therefore recommended that these concepts be referred to the
appropriate Council sUbcommitteas for fUrther direction and
development ot more specific recommendations. Due to the city
council's vacation, the discussions at the committee levels will
not occur until September or OC~ober~ sta!f therefore reco~ends
that Council enact the attached ordinance extending the two-hour
parkinq in the downtown area for an addition~l 180 days.

RBSOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVING AND AOOP'l'ING CHANGES IN TIlE CITY OF PALO
ALTO'S RESTRICTED PARKING ZONES
WHERVS, Council previously enacted Resolution Ne. 7179
pursuant to Palo ~to MUniCipal Code Section 10.44.010 to
temporarily enlarge from one hour to two hours the on-street
parking restriction within the University Avenue downtown area in
order to as&esa the desirability of making this enlargement
permanent together with other parking controls necessary to better

WHEREAS, Council now desires to c0ntinue to enlarge from
one hour to two hour3 the on-street parking restriction within the
University Avenue downtown area to better serve the parking needs

NOW. THEREFORE. the Coun~il of the City of Palo Alto does
RESOLVE as follows:
SEmON 1. Resolution No. 6016 and the updated parking
zone nap for tb.a Downtown district of Palo Al to adopted thereby are
hereby amended to enlarge all one hour on-street parking
restrictions to two hour parking restrictions within the Downtor~
district of Palo Alto.
SICTION :2. The amendments adopted by this resolution shall
be effective for a period of one hundred eighty Cl80) days
commencing from the expiratio~ of the effective period of
Resolution No. 7179 on July 20, 1993~ unless hereafter modified or
repealed.
SECTION 3 Tbe Council of the city of Palo Alto finds that
this project qualified tor a Class 1 Categorical Exemption under
CBQA guidelines (Section 15301--Existicg Faciliti'9s} and procedures
adopted by the City of Palo Alto~ a..""ld therefore no further
environmental assessment is neceBsary~
