The Sunny,rale Materials Recovel.-Y a.nd Transfer (SMaRTi Station is
nearing completion, and an opening ceremony is planned for AUg'...tst
11. Waste Management Incorporated (WMI) has experienced a delay in
completing the work necessary at Kirby Canyon Landfill to receive
waste from the participating cities (Mountain View, Sunnyvale, and
Palo Alto) + Staff from the three cities have met wi th WMI to
disc~ss the delay and an anticipated start d~te of October 1 for
disposal. Staff is currently waiting to receive language from WMI,
which will propose to amend our agreement (as well as Mountai.n View
and Sunnyvale'S) with WMI to reflect the delayed starting date.
Consfruction of the SMaRT station is nearly complete at $23.7
million of the proposed $25 million budget. Sunnyvale h.:ts
negotiated with the SMaRT Station Operator to delay the start of
operations until Cctober.
To deal with the delay in implementat.ion staff from the three
cities have concluded the best alcernative for all three cities is
that each Cit.-y will continue to use its own larldfill unt i 1 October.
Therefore, staff will retU.r-n to Council in Sept-ember .... ith a
proposed A~endment to the Disposal Agreement with WMI. which will
incorporate the delayed start ing date cf October 1 and amend
tor.nage allocation quar.tity to reflect the delay.
