ReDor!". in Brief
This report recommends that Council award a construction contract to
C. F. Archibald Paving. Inc, in the amount of $852,983.65 for street
resurfacing and repairs. The project will be implemented under the
integrated street repair concept whereby curb l gutter, driv~way and
new curb ramps will be part of the conBtruction, if required.
As part of the FY 1993 -94 Capital Improvement Program, Council
approved the use of funds in CIP 18670 (Gas Ta h Fund) and elP 18971
(Utility Users Tax Pund) to resurface streets throughout Palo Alto.
In addition, statf has filed an application fo'): a grant under Senate
Bill 300 1 State-Local 'rransportation partnership Program, which
reimburses the City up to 9.87 percent for CIP expenditures made from
tile Users Utility Tax Fund. Any revenues which may he received from
this progl.'am will be budgeted in next year's program to increase the
amount of future resurfacing to be done.
Discussion of the Constl~ction C~
Specifications were distributed to six genel"al circulation exchanges
and to. general paving contractors, who picked up specifications fol:." the
1993 Re.sul."facing Project. In addition, three slurry seal companies
were contacted by telephone. ·.!'wenty general contraC!toro picked up
specificationa: pl."lor to the bid opening. '
Bids were received from seven qualifiecl contractors on April 19, 1994,
as listed on t.he attached summary (Attdchment A). Staff recommends
that the bid of $852,983.65 submitted by C. F. Archibald Paving, Inc.
be determined by council to be the lowest responsible bid and that the
contract be awarded accordingly. The bid is 20 percent below the
Engineer's estimate qf $1,072,378.25.
This extremely favorable bid can be attributed to t.he early time of
year at which staff chose to schedule the bid, and the competitive
climate which that timing creates. The bids received were thoroughly
reviewed by staff. and 'found to be in proper order. The bids Nore
competitively grouped, with the next higher bidders being only 3 and

six lane mi,les of City streets and slurry sealing nine lane miles of
City atreeto. as listeo on Attachments Band C:. 'f'.ielve lane miles of
atreets to be resurfaced are located south of Oregon EXpl"eSsway.
including East. Bayshore Road between Adobe Creek and San Antonio Road.
The resur.facing work is the first project being implemented under the
integrated $treet. repair concept described in the Februa:ry 24, 1994
Pa,vernent Maintenance Management Progl"am staff report (Ct-lR: 163: 94) .
In accordance \'Iilh that concept, tlle repaved streets will also receive
curb~ gutter, driveway and sidewalk t'epairs and new curb ramps, if
l.-equh'p-d. Funds from the Storm Drain Utility will finance curb and
gutter repairs. and funds frem the Sidewalk Replacement CIP will
finailce sidewalk and driveway repairs and new curb l-amps.

~ommunity OUtrnachl Safety Precautions
To ensure tha~ the project io well publ icized, the contractor will
hand deliver door hanger-notices to affected businesses and l.'esidents
seven days in advance of a street resurfacing. As an additional
l'eminder ~ notices will be hand delivered; and uno parking tow-awayU
signs will be posted on the street. 72 hours before the start of work.
Following the award of contract, businesses and residences affected
by the project will be notified of the proposed work along their
frontages.
