This report recoi'l'ml.ends that Council a ...... ard a contract to Simplex
Time Recorder Company in the amount of $143~ 964 to upgrade the
existing fire alarm system in the-Civic Center; increase the budget
of CIP 19l08, Civic Centez Building Fire Sprinkler Systoe:m; and
adopt a Budget .~endment Ordinance transferrjng $74,GDO from bond
proceeds remaining in the Civic Center Debt Service Fund {071} to
CIP 19108.
BackgrQund
The City's High Rise Ordinance: and Appendix I-B of the uniform Fire
Code require installation of sprinklers in high rise building9.
Compliance requires expanding t.he capacity of the existing fire
alann system to enable monitoring of the sprinkler companents4
Expansion af the existing alarm system is not feasible, because
replacement parts for two of the three alarm panels are no longer
available. The system will be replaced with a single multiplex
system, monitoring computer and printer. Pull boxes throughout the
building will be lowered and strobe lights installed~ both to meet
Americans with Disabilities Act (ADA) requirements.
Thi.s project. was approved in tt ... e Capital Improvement Program before
the current .\DA regulations were in effect. The cost of conforming
to these new ADA regulations is beyond the scope of the original
project budget. Additional funds from the General Fund Reserve are
not needed due to the interest earnings available from the Bond
proceeds remaining in the Civic Ce!1ter Debt Service Fund. That
fund was originally created to provide for both the City Hall and
Police Wing seismic retrofit and the fire protection upgrades
including both sprinkler and alarm projects. Therefore the use of
ehese funds is both appropriate and consistent with the original
purpoae of the bond issue.
Discussion
Notices Inviting Bids were sent directly to five bidders,
additionally one each was sent to Bid Net; Asian, Inc.; Business
Journal; Construction Report; and Business. Inc 4 for widespread
advertising. and outreach purposes, and a copy was also posted on
the COuncil Chamber's wall for any walk-in interest.

Bids were received from five qualified contractors as shown on the
attached summary (Attachment Ai. Staff recommends that the bid of
$143,964. submitted by Simplex Time Recorder Company, be determined
by Coun~il to be the lowest responsible bid and that the contract
be awarded accordingly. The bid is 10 percent b~low the
engineer's estimate of $160,000.
Staff recommends that Council:
1. Adopt the attached Budget Amendment Ordinance tr..lnsferring the
amou.'lt of $14,000 from the Debt Service Fund (071) to C:LP
19108, Civic Center Building Fire Sprinkler ~ystem.
2:. Approve and authorize the Mayor to execute the attached
construction contract with Simplex Time Recorder Company in
the amount of $143,964 for the Civic Center Fire Alarm System.
3. Authorize the City Manager or her designee to negotiate and
execute one or more change orders to the construction contract
with Simplex Time Recorder Company~ the total val'Je of which
change orders shall not ~xceed $20,000.

ORDINANCE OF THE COUNCIL OF THE CIT'{ OF PALO ALTO
AMENOING THE BUDGET FOR THE FISCAL YEAR 1993-94
TO PROVIDE AN ADDITIONAL APPROPRIATION FOR
CAPITAL IMPROVEKENT PROJECT 19108
"CIVIC CENTER BUILDING FIRE SPRINKLER SYSTEM"
WHEREAS. pursuant to the provisions of section 12 of Article
III of the Charter of the City of Palo Alto, the Council en June
21, 1993 did adopt a budqet for fiscal year 1~93-94; and
WHEREAS, the city's Hiqh Rise Ordinance and Appendix 1-B o£
the Unifora Fire code requires !nstallation of sprinklers in high
rise buildings; and
WHEP..EAS, the city Council :!.pproved $535.000 for the fiscal
year 1992-93 Capital Improvemant Proqram (CIP) project 19108 (Civic
center Buildinq Fire Sprinkler System), which included expanding
the existing sprinkler system to the Civic Center Tower, council
ChaJD.bers, and the Police wing, and replacing the existing fire
alarm system; and
WHEREAS, an additional $74,000 is required to complete the
Civic center Fire Alarm project; and
WHEREAS, 4dditional funds are available in the Civic Center
Debt Service Reserve;
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION 1. The sum of Seventy Four Thousand Dollars ($74,OOO)
is hereby appropriated to c~pital Improve~ent Project 19108, ·Civic
Center Building Fire Sprinkler System", and the Civic Center Debt
Service Reserve is correspondingly reduced.
SECTION 2.. This transaction will reduce the Civic center Debt
Service Reserve from $852,992 to $778,992 as of Kay 31,1993.
SECTION 3. The council of the City of Palo Alto hereby finds
that the enactment of this ordinance is not a project under the
Californla EnvironJIental Quality Act and, therefore, no environmen
tal iapact assessment is necessary.
