Sydget--Amendment
The purpose of this report is to request Council approval of an
ordinance a~ending the budget for fiscal year 19~3-94 to r~flect
the award of a $1,975 grant from the Institute of Museu~ Services,
.~ fe.deral agency, to the Arts and culture Divisionts Visual Arts
program for the Museum Assessment program {MAP I) survey.
Background
The Institute of Museum Services has a~arded a grant to the Visual
AI-ts Program fot'" a Museum Assessment Program (MAP I) survey~ The
purpose ot MAP I is to help large or small museums review their
current status, reassess how programs and operations re~lect their
institutional purpose, and make decisions to a); locate resources
more effectively. rt helps institutions reach their full potential
and. fosters institutional qro-.rth a.nd professional development. The
grant helps an institution overview its purpose and mission,
planning administration, facilities, collections, exhibits, public
programs, and membership and community support. Each assessment is
flexible and designed to suit a venue' 5 particular needs. This
program and its funds will st,engthen the quality and visibility of
the exhipition and education program of the Visual Arts proqram.
The assessment ~ill give clear recommendations and suggestions on
hoW" to build on strengths. and address 'Weaknesses: assure tbat
resou~ces are used effectively and efficiently in the fulfillment
of the institutionts purpose, improve levels of performance;
demonstrate credibility to funding agencies ana public by clearly
communicating purpose, mission and goals, as well as institutional
needs; and enhance team spirit among Guild, staff, members and
volunteers..
Funding
The Insti tut.e o~ M.useum Services grant provides funds in the
current fiscal year specifically designated for A $950 registration

fee to the American Association of Museu:ms~ a $200 honorarium to
the surveyor sent by the Institute of Museum Services, $725 to the
surveyor for travel and pe~ diem, and $100 for technical assistance
materials suggested by the surveyor upon completion of the
assessment. These expenses reflect the total amount of the grant,
$1,975.
Environmental Impact Assessment
This program is not a project as defined by the california
Environmental Quality Act and is not subject to CEQA requirements.
Recommendation
staff recommends that the City Council adopt the attached BUdget
Amendment Ordinance accepting the Institute of Museum services
grant of $1,975 into the 199)-94 Arts and Culture Division's Visual
Arts Program budget tor the MuseUJIl Asse.ssment Program (MAP I)
survey for the Palo Alto Cultu~al Center.

ORDINAJICE OF THE COUNCIL OF THZ CITY OF PALO ALTO
lUIENIlING THE BUDGET FOR THE FISCAL YEAR 1993-94
TO PROVIDE AN ADDITIONAL APPROPRIATION
TO THE AR"}"S AND CULTURE DIVISION'S VISUAL ARTS PROGRAM
AND TO RECEIVE GRANT FUNDS FROM THE INSTIT'JTZ DF MUSEUM SERVICES
WHEREAS, pursuant to the provisions of Section 12 of Article
III ot the Charter of the City of Palo Alto, the council on June
21, 1993 did adopt a budqet for fiscal year 1993-94; and
WHEREAS, the Institute of Museum Services, a Federal agency,
provides funds to 'DUS&UJI$ to review and assess their mission,
facilities. collections, exhibits, public programs, and community
support; and
WHEREAS, the Visual Arts proqr~m was awarded the Institute's
qrant to assess its 1993-94 institutional needs, activities,
planning efforts, and purpose; and
1iHEREAS, funds .ill be used to strengthen the quality and
visibility of the exhibition and education program of the Visual
Arts program;
IiOW, THEREFORE, the. Council of the city of Palo Alto does
ORDAIN as follows:
SECTION 1. The su. of One Thousand Nine Hundred. Seventy Five
Dollars ($1,975) is hereby appropriated to contract Services in ~~e
Visual Arts proqram of the Arts and CUlture Division, and Grant
Revenue is correspondingly increased.
StcTION :2. Tl1is trans~.ction will have no impact on reserves.
SECTION 3. The Council Qf the City of Palo Alto hereby finds
that the enacblent of this ordinance is not a project under the
california Environmental Quality Act and, therefore, no environmen
tal ~ct assessment is necessary.
SECTiON 4.
