Clara Valley Non-Point Source Pollt:tion Control PJ.~am. The purpose of the MOU is to respond to a requirement of the R.egional Water Qu.::tlity Control Board (Regional Board) to reduce the discharge of copper into San Francisco Bay (Bay) • packground Discharge permits for the sewage treatment plants operated by Palo Alto, San Jose, and Sunnyvale require submittal of a proposal to reduce the amount of copper discharged to the Bay by an additional 950 pounds per year (lbs/yr). A Cease and Desist Order issued to the co-permittee agencies (including the City of Palo ~to), of the Sar..ta Clara Valley Non-Point Source Pollution Control Program, contains the same requirement. This reduction l which is to be in addition tc other stated copper discharge reduction requirements; could come from either sanitary sewer or storm drain sources. To respond to this requirement I a series of meetings haa been held among parties interes~ed in this matter; and a proposed method for addressing the 9S0-po!.!Ild annual discharga reciuction requirement has been fO!:'mulated. The attached MOU, which contains the required proposal, is intended to be submit:ted to the Regional Board to fulfill the permit requirement. Storm drain di&charges from Santa Clara Cotm:y to the Bay contain more than five times the amount of copper discharged by the three sewage treatment plants. Because less effort has been made to control storm drain discharges, anc because of their greater annual copper discharge, it appears that controlling storm drai:l discharges will be more COGt effective than additional c~ntrols on sewer discharges. Therefox'e. the MOtT contains draft measures for addressing the copper content of storm drain discharges (·control measures·) ~ The specific control measures are not being finalized in this MOU, however ~ because of the need for more informat.ion and furtht::r evaluation. Specific control measures will be included in the County's Storm Water Manag~ment Plan.. to be submitted to the Regional Board in -September 1994 (and to be updated annually thereafter). However, the Regional Board bad issued NPDES permits to the POTWs requiring the achievement of copper load mluctioc;; based on the wasteload allocation.
