An update on Program activities is also incl:.oded for Council' E information. No CO'..lncil action is required at this time. Staff will return to Council for approval on specific action items. Background The Wastewater Reclamation pre-design/ElF project was appruved by Council on October 25. 1993 (CMR: 545: 93). 1>.8 I;art of the EIR process r NOPs were sent to responsible agenc~es, interested agencies, environmental groups and local ccr:nf!l...inity groups. Notices were also sent to over 3.UOO residents, who will be most affected by the program. The issuar.ce of the NOP began a 30 day review period, during ~hich the public and the agencies were encouraged to s~it comments on the Program and the EIR. A public seoping meeting was also held on Januar).~ 12, 1.994 to solicit the public / s view on the program and the EIR. Approximately 2D people attended the meeting. The re .... ie.., period ended officially on January 26', 1994. Revi-aw comments were received from various agencies and the public. This report summarizes the review comments r-E"ceived to date. ,gast of the Reclaimed Water Project is) There are concerns about the cost of the reclaime.d 'IIlo..ter project (5J and the suggestion has been made to use existing abandoned pipes to reduce cost. Staff has been investigating the possihilit)' of using abandoned pipes wherever p';:.ssihle. Of those investigated, only one pipe is por::entially suitable; and it has a:i.ready been converted to storm drain service. Staff will continue tnis effort. Ground Water Impact Concerns ",ere expressed by an environmental group and the Santa Clara Valley Water District (SCVWD) , with regard t.c the potent ial impact of reclaimed water on gro,,-"nd water and on aquifers. As part of the Project, the consultant has included the servic"-!s of an expert in tha field to study the actual impact and mitigation measures. This concern will be addressed in the EIR as stated in the NOP. AQditional Reclaimed Water Users The cities of Menlo Park and East palo Alto both requested to be added to the reclaimed water use sites and have identified major reclaimed water projects and sites within those cities. Copie's of their letters are included as attachments to this repcrt. Both cities are located in San Mateo County. Officials of San Mateo County have re8po~ded positively to the two cities' requests and has also expressed interesc in using the reclaimed water from the RWQCP. although no specific project has been identified. Staff will issue an addendum to the NQP and will expand the Program and the scope of the EIR to cover this request. This effort will not impact the schedule of the Pre-design/EIR, and the additional consultant fee will be covered under the contingency for the project. Concurrently, the City of Mountain View staff is revie .. ing its potential future and reclaimed water requirements, and has requested thac we review the cost and schedule requirements needed to accelerate Project B of the Reclamation Master Plan~ Project B will extend the reclaimed water main south of US Highway 101 to Mountain View and NASA. Their concept is that we include the study of Project B in the EIR at the same level of details as Project A (pipeline to Stanford University; ~ Staff ie revie~ng the most cost effective way, that will have the least schedule impact on the overall project. to meet this request.
