This is an informational report and no Council action is required.
For the past flfteen months J the Regional Enforcement. Detail {P.ED
Team) has been assisting the East Palo Alto Poljce Department in
at'Cempts to reduce the amount of violent crime in the com~unity.
The RED Team's effort.s have recently been assisted thro'ugh the
generosity of two private sector companies. Theee companies have
contributed, at no cost, equipment and services that have provided
the .R.E!l Team with a new enhanced two-way radio system. Both
companies took on this project after recognizing the significant
crime prvblems in Bast Palo Al to and the need for a ne",
communications system for use by the RED Team.
Dilcuasion
A new radio system was recently installed that gives RED Team
members a dedicated radio channel to communicate vital information
and eliminates the problems associated with poor radio coverage and
busy radio channels. ~ince this radio char.nel is not used by ocher
law enforcement agencies in this area and was designed to provide
better coverage throughout the East Palo Alto area, RED Team
members are able "Co communicate instantly and clearly \Iii th other
team members. This provides for greater officer safety and a
better coordin3ted response to criminal activity.
The two private sector companies involved in this project are
C.S.I. Teleco~~ications and Motorola Incorporated. C.S.!.
Telecommunications is a San Francisco-based consulting
telecommunications engineering firm which engineers, designs, and
coordinates licensing of radio systems. C.S.I. Telecommunications'
contributed to this project by identifying a suitable radio channel
and completing engineering studies and applications necessary in
the licensing of the new channel with the Federal Communications
Commission.

The second company involved in this project is Motorola
Incorporated. Motorola is bal::ioed in Schaumburg, Illinois and is one
of the world' a largest 1l,anllfact.urers of two-way radio equipment.
Motorola has provided a new base station transmitter and receiver.
The value of th~ services and equipment provided by these two
ccmpa..T'lies is approxi[TIately $20,00.0. Both companies view t.heir
contribution as a benefit to the community and loco.l law
enforcement and ha·"e asked for nothing in rE-tur:~.
To au~£nt the equipment and services provided by these companieS,
the Palo Alto Police Department has alse loaned the REO ~eam nine
portable and t~o mobile radios which operate on Lhe n~w channel.
These radios were either currently not in use or were borrowed from
other City services. Additionally. Communications staff have
devoted approximately 100 staff hours to design, install, and test
the ne~ radio system.

The e~ipment and services provided by these two private sector
compan~eB, at no cost, have given the RED Team another valuable
tool in their efforts to reduce violent crime~ The willingness on
the part of these two companies to cooperate in this endeavor has
enabled the RED Team to be more effective.
