This report forwards for City Council information the annual report required as a condition of approval of the Stanford University General Use Permit. Stanfgrd IIp; versity G@neraJ Use Permit The Stanford University General Use Permit is a master U':"'" permit iSSUed by Santa Clara county as a means of defining the type and amount ot additional development which w~y occur within the uninco~rated portion of the Stanford Campus, including the Central Campus area (see Figure 1). The Use Permit allows for: 1) 2,100.300 square feet of new academic. academic support and h::)Using uses; and/or 2) an increaae in the Adjusted Daytime Population {average daytime campus ~ation) on the Campus up to 33,905 people; and 3t construction of 1,20u additional new parking spaces. The use permit also established conditions necessary to mitigate potentially significant environmental impacts. The major mitiga­ tion measures identified for the ase permit include: 1) implemen­ tation of the Univecsity's Transportation Demand Management (TOM) Program, with a goal of no nnet· new commute trips over those existing in July of 1989; 2) continuation of existing housing programs and provision of hOUSing on campus for faculty and staff~ update of housing plans and pursuit of housing projects off campus; and 3} training of personnel and building upgrades ~o~ safe use of hazardous materials. ana preparation of Hazardous Materials Management Plans for all buildings where such materials are stored. This figure includes a) the 51,000 net new square fee~ now under construction, b) approval of a new 45.000-square-foot building for Economic Policy Research. and c) abandonment of the previously approved 90.000-square-foot Advanced Materials Research building. Buildings comprising a total of approximately 163,000 square feet have been vacated due to earthquake damage. Temporary buildings installed to acc~odate University programs while these structures are re~aired total approxiw~tely 52.000 square feet. Manzanita II, a 204-bed undergraduate dorm was completed in September of 1992, replacing 41 housing trailers and adding 81 net new beds. Seismic repairs are underway for Cooksey House. a historic structure damaged in the L~ma Prieta earthquake that provided 43 beds. The adjusted daytime population was 31,266~ up 921 from the 1990- 1991 levels. TOM participation decreased by 177 persons, from 2~048 to 1~871. Part of the drop is attributed to more rigorous documentation of carpool participation. The daytime population of the University is still lower chan the 1987 population base ot 31,914 that ~riggers mandatory TDM, and the TOM participation counts are still higher than the 1987 base of 1.455. Stanford has developed training programs for use of hazardous materials and implemented their hazardous waste management plan. Stanford also achieved a 30 percent recycling rate, exceeding its 199~-19S2 goal of 26 percent. A copy of General U&e Permit Ar~ual Report No.4 is attached for your reference (Attachment I).
