Amendment No. 2 to Consultant Agreement for Phase II Design and
Con,struqtigD Administration of the Wa.ter. Gas and Storm_.at.ations.
Equipment Instrumentation Control and Telemetry System
Members of the Council:
This report reco;nmends that Council approve Amendment, No. 2 to
Consultant Agreemenc No. C0008089 with CH2M Hill California, rnc.,
in the amount of $440,534 for Phase II Design, Optional Services,
and Construction Administration Services. In addition, this report
recomw~nds that Council authorize the City Manager or her designee
to negotiate and execute arr,endments for services related to or
incidental to the scope of work or services, the value of all of
which amen~~nts shall not exceed $45,000+ Funds for thi~ project
are available in the FY 1993-94 Water, Gas and Storm Drain capital
ltnprovement Program Budgets.
Background
In September 1989, Council approved a consultant agreement with
CH2M Hill California, Inc., in the an~unt af $82,200 for the Water,
Gas and Storm Stations, Equipment Instrumentation Control and
Telemetry Study (STUDY). A!nendment Nc.1 was made to this agreement
by staff in 1991. The STUDY agreement included provisions for
adding Phase II Design, Optional Services and Construction
Administration Services (CMR:454:9}.
The purpose of the STUDY was to evalua.te exist ing control systE'T!-"s
and recommend improvements. Upon completion of the ST'"JDY in April
1991, an implementati,on plan was developed by staff which included
a recom .. nendation to CO!1str",ct a new control system. The CIP
budgeting process for FY92-93 was completed before the consultant's
final report was submitted and approved by staff. Staff did n~t
want to recommend expending funds for a ne .... control system design
until eystem constr~ction funding was included in the FY 92-97 CIP.

Discussion c£ Consultant's Recommendations
In the STUDY~ CH2M Hill recommended replacing the existing water,
gas and storm drain tone telemetry system with a ne:.ti personal
computer-based supervisory Control and Data ~cquisit ion (SCADA)
system. Existing City cOrTCl!unication circuits will be reused to
connect the recommended computer based system to new te1emet ry
equipment at all facilities included in the S~JDY. City staff has
experienced operational problems 'Wi th obsolete eq'Jipment,
purchasing replacement parts. and central rr:oni toring and
supervisory control of the existing water. gas and storm drain tone
telemetry system.

A separate system construction contract will be brought to Council
for award, after the consultant completes the preaesign,
preliminary design, final design and bid services portion of
Amendment No. :2. The estimated system construction costs are
included in the Total Estimated project costs below.
