This re.port requests COllfl.cil to award a contract to John J. Shooter
Inc. in the amount of $65,400 for renovation of the irrigation
syste~ at Bowden Park. Funds have been appropriated in CIP le8GG,
Renovation of E~isting Irriqatien Systems.
Background
The initial phase of this project provided for the renovation of
the existinq irrigation systems at the CUltural Center and Mitchell
Park. New irriqation lines, valve~, sprinkler heads and auto~atic
controllers were installed, replacing aging, ~orn-out, trouhlesome
systems.

I~rovements under this project ~ill include automating part of the
existing irrigation system that is manually irrigated and
renovating the present irrigation lines, heads and valves that are
aging and troublesome~ Improvements will allow the installation of
a centralized irrigation satellite system as part of the city's
centralized irrigation management program. The additi~n of a new
backflow device will ensure that the system is protected against
contamination of the potable watsr supply that is mandated by Title
17 of the California Administrative Code~
Bids ~ere received from two qualified contractors as show~ on the
attached bid summary (Exhibit ·B"}~ Staff's original estimate was
$75,OOOa John J. Shooter In~., ~ith a bid of $65,400, was the
lowest bidder. Staff has determined that this bid is competitiVQa
The attached contract (Exhibit -A-) states t.~at the contractor
Shall comply with all laws (page 3. item 9, compliance ~ith Laws).
Staff has contacted the contractors State Licensing Board, ~hich
assured that John J. Shooter Inc.'s license is valid and that no
complaints have been registered against the company that have led
to any legal action at this time.
