This report summarizes the procedure used to selecT an engineering
fir. to perform design services tor construction of a
pedestrian/bike bridge at Embarcadero Road and a bike path from
Churchill to University Avenues. The report also identifies the
firms interviewed by the Selection Advisory Committee and
recommends that staff nsqotiate an agreement with HMH: Inc.

During the past year, Palo Alto has pursued the development of a
project to construct a bike path alonq the 'Wast side of the
JPB/calTrain tracks" froll Churchill Avenue to University Avenue, as
proposed in the Palo Alt~ Bikeways Master Plan and illustrated in
Exhibit 1. Federal and state funding-for tbe project have been
approved and the project is included in the "PY 1993-94 Capital
I:aproveJIer..t Program {NO~ 19310} ~ The scope of the project
includes designing a grade separated pedestrian and bicycle bridge
over Ellbarcadero R(lad (adjacent to the. existing railroad bridqe)
and co:.pl.eting an approximate 0.85 mile segment of a bike path
between Churchill Avenue and University Avenue. including related
incidental vork~
At its July 7, 1993 meeting, the Policy and Services committee
requested that the recommendation for a design consultant for this
project be returned to the COEmittee for approval.

Tha scope of services for this project requires specialized work
fro. s~te licensed consultanto~ Therefore, in lieu of a qeneral
.olicitation procedure, only firms with ~h0ge qualifications W~~e
asked. to prepere proposals~ The consultant selection process began
by soliciting interest from local firms that were capable of
performinw civil and traffic consulting services. several firms
were identified from consultant files of the Public Works
Deparbaent, vhich contain bacK.;jround information and qualifications
of consul tants.
A request for letters of interest was sent to 38 firms either
identified from the tiles or who had contacted the Transportation
Division, having been maoe aware of the project through an
advertisement ~y an information service named HawkinS/Hark-Tell.
staff reviewed the 12 l.etters of interest received and sel.ect.ed 8
of the 12 consultants to receive the ~-4Ues~ tor Proposals (RFP).
Of the 8 consultants sent the RFP, 4 subsequently submitted a
proposal.

The COlIJIittee reviewed the proposals and selected all four firms to
participate in oral in1:erviews with the cODllittee. The four firma
were XLH-CREK Inc.; HMH. Inc.; Bria:n, Kangas and Foulk; and Bissell
and Karn~
Based. on the quality of the written proposals and the oral
presentations, it was evident that all four firms were highly
qualified. and capable of performinq the work. Using related
project experience, understanding of the proj ect, and proposed
approach to the work as the primary criteria, the committee ranked
HMH, Inc 4 first for the following reasons:
~. The depth and quality of the firm's experience on projects of
a similar ~a~ure;
2. The overall quality of the firm's proposed consultant team,
with particular respect to pedestrian/bike bridge and bike
path design;
3. The .fina's well-defined approach and understanding of the
project;

". Its sensitivity to the environmental and public relations
aspects or the project; and
5. Its knowledqe of the I ntermoda 1 Surface Transportation
Effi~iency Ac~ requirements and fundinq p~ocedur~s.
If the Policy and Services committee approves staftts
rec~ation, lle9otiations will begin 'With HMH, Inc. It staff is
unable to reach an agre6ment with this firm, negotiations will then
CORmenee with the second ranked firm of Brian, Kanqas and Foulk.
It an aqree.aent cannot be reached with that firm, negotiations will
tt~ begin with the third ranked firm of Bissell and Xarn.
statf reeo_ends that the Policy and Services Co::nmittee direct
staff to:
1. Commence negotiations with the firm of HMH, Inc. for design
consul tins services relating to the Embarcadero Road Bike/
Pedestrian Bridge and Bike Path Extension Project;
2. Cosaence negotiations with the firm of Brian, Kangas and Foulk
if staff fails to reach an aqreement with HMH. Inc.
3. COJImeJlce nlll!9otiations with the firm of Bissell and J(arn if
staff fails to reacb an agreement with Brian xanqas and Foulk;
and
... Upon successful completion of negotiations, return to council
for approval of the agreement.
